SUMMARY:

Job Summary:  The Department of Elections is recruiting three (3) Program Supervisor I's.  These individuals will report directly to an Assistant Operations Manager and oversee day-to-day functions in either the Voter Services or Ballot Processing work groups. Responsibilities include ensuring that teams follow election-related laws, processes and procedures.  The Voter Services Program Supervisor I will supervise one of two Voter Services teams focusing on data-entry or customer service.  The Ballot Processing Program Supervisor I will supervise the team with functions including: Ballot Sort, Signature Verification, Envelope Review and Alternative Format Ballots.
 
NOTE:  This recruitment will be used to fill three (3) positions and may be used to create an eligibility list for upcoming vacancies as they occur in the next 6 months.

Work Schedule: This position is subject to the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. The workweek is typically 40 hours per week, 8:00 a.m. to 5:00 p.m., Monday through Friday. We require the flexibility to work additional hours during peak periods of the Election cycle.  This position requires the ability to travel to other work locations throughout King County with limited or no public transportation services.

JOB DUTIES:
Program Supervisor I - Voter Services (Customer Service Team)
This position will supervise the following activities unique to Voter Services:
  • Ensuring excellent customer service is provided for all in-person, phone and email voter communications
  • Mail room, document processing and distribution for all incoming mail
  • Coordinating all outgoing correspondence
  • Handling in-person voter registration and replacement ballot requests as part of the Accessible Voting program
  
Program Supervisor I - Voter Services (Data-Entry Team)
This position will supervise the following activities unique to Voter Services:
  • High volume data entry
  • Voter registration requests and updates
  • Cancellation of voter registrations
  • Data integrity and accuracy of voter registration rolls

 Program Supervisor I - Ballot Processing
This position will supervise the following activities unique to Ballot Processing:
  • Ensure work areas are ready for processing
  • Assist in facilitating daily production huddles to communicate current work levels, future expectations, and any areas of issues or concern.
  • Run QA huddles to discuss/resolve items that may need further research
  • Assist in observer training and daily communications with observers
 
 Key duties and responsibilities of the Program Supervisor I:
  • Approve temporary staff work requests
  • Make recommendations regarding staff development and assignments
  • Assist in preparing work volume and staffing forecasts
  • Assist in prioritizing work activities, ensuring time sensitive tasks get highest priority
  • Act as a point person for escalated questions and issues from internal and external customers
  • Recommend changes to procedures and guidelines affecting the program; draft revisions and new procedures and assist in implementation.
  • Take information from various meetings and communicate information up and down (up to Leadership Team/Deputy/Assistant Operations Manager; down to Leads and staff)
  • Direct the work of leads to prioritize tasks and ensure adequate resources
  • Coordinate with other supervisors to ensure work priorities are met
  • Develop training plans for work tasks and processes, conduct trainings as needed.
  • Conduct check-in meetings with supervised staff to provide feedback, guidance and coaching

EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Experience supervising in a production or processing environment working with high volumes and tight timelines preferably in a union environment
  • Demonstrated ability to prioritize workload for staff, adjusting work focus to the most critical priority
  • Flexibility and patience in handling stressful situations
  • Strong communication skills
  • Skill in conflict resolution, problem solving and negotiation
 
PREFERENCE:
  • WA State Elections Administrator Certification
  • General knowledge of Ballot Processing OR Voter Services work

SUPPLEMENTAL INFORMATION:

PHYSICAL REQUIREMENTS:  The duties in this position are performed in an office setting and may be required to lift at least 20lbs independently.  Travel to work locations throughout King County with limited or no public transportation services is required.
