Job Duties:
|
ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. DUTIES AND RESPONSIBILITIES: - Analyze business and user needs and make recommendations for program development, technology implementation or process changes;
- Document recommendations for presentation to IT and/or business functional management;
- Determine alternative approaches and select optimal solutions to business issues;
- Utilize statistical skills/tools to analyze data and measure its quality; investigate gaps and discrepancies; develop and produce data analysis reports and studies;
- Work with the management and end users to design improvements to processes or to re-engineer to increase efficiency and effectiveness;
- Development of project plans using the associated project planning tools, which include work plans, schedules, milestones, critical paths, detailed tasks, and deliverables;
- Provide status on project milestones, alerting client/project manager of any potential delays;
- Assist in designing interface and conversion needs for data and process to enhance existing systems or develop new ones;
- Identify and communicate opportunities to improve/increase effectiveness, flexibility reliability, efficiency, and performance of application solutions;
- Define and evaluate operational business processes based on business requirements and best practices, and map against respective software functionality;
- Conduct workflow, process diagrams and gap analysis;
- Develop and implement standards for application and data security within applications;
- Provide technical assistance for the implementation, administration, and support of business applications;
- Lead development projects integrating web based applications, legacy systems, client server, and distributed databases;
- Ability to respond to and analyze complex problems within the applications and the ability to work with other areas to isolate and resolve the problems;
- Provide technical assistance to the support group for complex problems;
- Help users understand the complexity or simplicity of requested requirements;
- Plan and coordinate the testing and implementation of new applications, upgrades and enhancements;
- Assist in planning for data conversions;
- Assist in developing and performing integration, system, performance and acceptance test scenarios, and
- Consider business application of technology to both current and future business environment.
SECONDARY FUNCTIONS: - Conduct periodic reviews with users and project business participants to show the latest system functionalities;
- Assist with the design and implementation of training programs for clients of new and enhanced application;
- Assist management and end users with complex special reports and data extracts;
- Maintains application security;
- Develop understanding and knowledge of business processes and tools utilized by users;
- Maintain issue logs, track/follow up on problems;
- Support systems after regular business hours, on an on-call basis, and
- Provide training and consulting services for installed applications.

Knowledge, Skills, and Abilities:
|
Knowledge of: - Federal, State and City laws, rules, regulations, practices and procedures related to systems analysis, configuration and security methods and techniques;
- Project management practices and procedures;
- Database management tools, system configuration, security methods, and computer programming languages;
- Personal computer operating systems, Wide Area Network (WAN), Local Area Network (LAN), software, and peripherals, and
- Customer service methods and techniques.
Skill in: - Effective oral and written communications;
- Designing, configuring, installing, troubleshooting and repairing computer systems, networks and programs;
- Analyzing, designing, implementing, and training users in the utilization of automated computer systems and programs;
- Reading, researching and consulting with vendor technical support specialists to resolve complex programming issues;
- Developing and providing technical support and instruction to customers, and
- Establishing and maintaining effective working relationships with others.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Vision is required to perform and monitor essential functions, and to complete data entry. Occasional standing, bending, and stooping and lifting is involved. Work is performed in an office environment with potential for exposure to electrical components. Requires the use of a vehicle on City business. |

Minimum Qualifications:
|
A High School Diploma or GED and four (4) years' current experience in the design, implementation and management of computer business systems; or any equivalent combination of experience and additional education or training that provides the knowledge, skills, and abilities to perform this work. Must possess a valid Arizona Driver's License. ADDITIONAL REQUIREMENT: An employee in this class is required to live within fifteen (15) miles of the City limits, and within the United States. |
