Definition Under direction, plans, organizes, supervises, and integrates the work of assigned staff engaged in acquiring, appraising, managing, leasing or disposing of real property and rights-of-way; and performs related duties as assigned. Distinguishing Characteristics Senior Real Estate Agent is the first line supervisory class in the Real Estate job series. Incumbents are responsible for planning, organizing, and supervising staff engaged in appraisals, acquisitions, relocations, or property management, and for performing the more difficult and complex duties. Senior Real Estate Agent is distinguished from Real Estate Manager in that the latter has responsibility for the entire real property program for VTA.

Significant property management experience coupled with an entrepreneurial mindset and ability inherent to successful asset management; a solid understanding of property management principles and standards, real estate principles, and leasing activity. The candidate must be able to formulate and implement a strategic plan for transitioning VTA's existing property management functions to an expanded, market-driven asset management program and perform the following specific duties: incorporate industry standard policies and procedures for reporting, budgeting, filing, and leasing; upgrade daily functions with available technological tools including the SAP Real Estate Module; and actively pursue opportunities for increased revenue generation; or
Significant field and managerial expertise in one or more aspects of right of way (ROW), preferably for at least one large scale transit or highway project in California; a solid understanding of state and federal legal and procedural requirements applicable to public capital projects regarding eminent domain and relocation assistance. The candidate must be able to provide day-to-day oversight and management of VTA's extensive ROW Program and perform the following specific duties: formulate work plans and ROW schedules; assemble and oversee consultant teams for acquisitions, appraisals and relocations, and provide ROW advisory services to various VTA transit and highway capital projects.
The ideal candidate for either position will have impeccable interpersonal, administrative, and communication (both written and oral) skills.
Examples of Duties:
Typical Tasks • Plans, monitors, controls, and evaluates the work of assigned staff; establishes performance requirements and personal development targets; takes appropriate steps to improve performance, including coaching, training or other actions; and takes disciplinary action in accordance with VTA's policies and practices; • With assigned staff and consultants, develops, implements, and monitors plans, goals and objectives to ensure that designated property appraisal, acquisition, management, sales, relocation projects, and joint development functions are accomplished in accordance with adopted schedules and budgets; • Conducts and/or participates in difficult appraisals, negotiations, relocation assistance, and property sale or disposition functions; • Performs detailed, complex research, analyses, and determinations; • Prepares and presents information to the public, boards, and committees; • Provides attorneys with market appraisals and other data for use in property settlements and condemnation litigation; • Plans, directs, negotiates, administers and/or participates in the development, negotiation and administration of consultant contracts; • Reviews, recommends, and administers Real Estate Department policies and procedures; • May perform budget preparation and review; • Reviews, evaluates, and approves appraisals and amounts for negotiation and settlement in accordance with VTA policies and procedures; • Performs other related duties as assigned.
Typical Qualifications:
Employment Standards Training, education, and experience that demonstrates possession of the required knowledge and abilities. Development of the required knowledge, skills, and abilities is typically obtained through graduation from an accredited college or university with major coursework in business administration, public administration, finance, real estate or a related field; and five years of increasingly responsible experience in the appraisal, acquisition, relocation, and management of real property, with at least two years in a project lead or supervisory capacity. Experience in acquisition of property for public use is desirable. As a condition of employment, each employee in this class must sign a payroll deduction authorization form providing for the deduction of union membership fees.
