TITLE: Communications Operator
DEPARTMENT: Police
BASIC FUNCTION: Under general supervision, monitors radios, telephone, teletype and alarm systems and relays information and inquiries to the appropriate agency and personnel. May train to perform higher-level duties. Performs related responsibilities as required.
DISTINGUISHING CHARACTERISTICS:
This is the entrance level for Police Department Communications employees who are required to have dispatching skill. Employees in this class normally perform a group of related duties according to established procedures. While a variety of tasks may be assigned, each step usually follows a pattern which has been established and explained before work is started. |

Examples of Duties:

KEY RESPONSIBILITIES:
Receives calls for assistance and dispatches appropriate individuals and equipment.
Monitors officers' location and status.
Receives emergency and non-emergency telephone calls and determines priority and response required.
Dispatches medical emergencies and provides pre-arrival instructions.
Refers inquiry calls to appropriate information source.
Enters, updates, and retrieves information on multiple computer systems.
Processes and maintains daily reports and report sequence information.
Checks and confirms accuracy of outgoing warrants.
Performs various filing, processing and duplicating duties.
Training new employees in the dispatch function.
Monitors security entrances to public buildings and closed circuit TV to holding cells.
Testifies in court as required.
Performs other Department functions such as occasionally searching prisoners, attending briefing sessions, training classes and meetings, etc.
Performs related duties as required.
REPORTING RELATIONSHIPS:
This position reports to Communications Supervisor and does not supervise. |

Knowledge of:
Radio caodes and terminology
Frequently ussed vehicle and penal codes
Department organization, policies, functions, operations, and procedures.
Modern office methods and procedures.
Skill in:
Public contact.
Evaluating situations quickly and take actions according to procedures.
Working effectively in stressful and pressured emergency situations.
Report preparation.
Remembering and performing multiple tasks simultaneously.
Recording information quickly and accurately with legible handwriting.
Communicating verbally over the phone and radio with an undersatndable and clear voice quality.
Ability to:
Obtain relevant information in emergency situations to make critical decisions quickly and effectively.
Deal effectively with the public in hostile, hysterical, and other emotional states over the phone.
Enter information received over phone or radio and accurately in an abbreviated form in a computer.
Operate a keyboard accurately at 30 words per minute.
Communicate effectively in written and oral form.
Follow oral and written directions quickly and accurately.
Develop and maintain effective working relationships.
work in a confined area with other employees.
Operate dispatch console, teletype and computer quickly and accurately during stressful and volatile situations.
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
Completion of Assistant Communication Operator training program.
One year of 911 emergency dispatching experience with a law enforcement agency, within the last three years.
SPECIAL REQUIREMENTS:
-Possession of a valid Califonia Driver's License by time of appointment
-Keyboarding speed of 30 CWPM (correct words per minute)
-This position involves shift work, plus working holidays and weekends and/or overtime, should they occur during the assigned shift. |
