The list established from this recruitment will be used to fill present and future regular full-time, part-time and fixed-term positions at Ventura, Simi Valley or Oxnard court locations.

Court Collection Officer I - $12.14 - $17.85 hourly
Court Collection Officer II - $14.82 - $21.28 hourly
Court Collection Officer III - $15.94 - $22.87 hourly


Under general supervision (I), direction (II, III), collects monies owed the Superior Court and other agencies for services rendered and/or fines, fees levied; applies governmental collection laws, methods, techniques and procedures while securing delinquent Superior Court accounts; and performs related duties as required.
 
Court Collection Officer I is the entry-level classification of this series. Incumbents gain experience and demonstrate competency in collections, practices and techniques within court collections.
 
Court Collection Officer II is the journey-level classification of this series. Incumbents manage a full case load within the area of court collections account specialization.
 
Court Collection Officer III is the advanced journey level classification of this series.

 Essential Duties:
Depending on assignment, duties may include, but are not limited to the following:
 
Manages a caseload of collection accounts.
 
Reviews debtor account records to determine delinquent balance.
 
Evaluates payment history and verifies client information pertinent to the collection of fees, fines (e.g., address, employment, earnings/assets, and bank of record).
 
Ascertains changes in financial status.
 
Establishes and implements course of action to collect monies owed.
 
Utilizes a predictive dialing system to accept inbound and place outbound calls.
 
Contact debtors to modify payment schedule, update case records or explain legal obligations, penalties for and consequences of non-payment and regulations/rules/procedures related to payment of account.
 
Locates debtors by contacting relatives, neighbors, bank of record officials and employer(s) or through researching tax roll, voter registration, court document and other official information sources.
 
Analyzes account to provide client with payment and fee/penalty information and to determine the need for payment plan modification or civil and/or criminal legal action.
 
Updates manual and/or automated case files.
 
Prepares routine correspondence and reports.
 
May collect and receive money as payment on account.

 Minimum Qualifications & Knowledge/Skills/Abilities:
Education:
Minimum of a high school diploma or its equivalent.
 
AND
 
Experience
 
Level I: One (1) year of full time (40 hours per week) collection experience to include experience securing payments of past due/delinquent accounts.
 
OR
 
Six (6) months of full time (40 hours per week) experience of working in a court collection unit.
 
Level II: Two (2) years of full time (40 hours per week) collection experience to include experience securing payments of past due/delinquent accounts.
 
OR
 
One (1) year of full time (40 hours per week) experience in a court collection unit.
 
Level III: Three (3) years of full time (or its equivalent) progressively responsible collection experience with at least two years experience in a court collection unit, in combination with training in or exposure to methods and techniques utilized in formal legal actions to collect consumer debt.

Knowledge/Skills/Abilities:

Thorough knowledge of:

Methods and techniques utilized in the collection of delinquent accounts receivable, working with difficult situations and determination of financial assets and obligations.
 
Regulations and legal procedure applicable to delinquent account collections.
 
Financial interviewing techniques.
 
Ability to:
 
Understand, interpret, comply with and explain laws, regulations and policies governing collection operations.
 
Efficiently handle a high volume of calls.
 
Read, understand and follow written and oral instructions.
 
Utilize predictive dialing system.

Simultaneously speak with clients on the telephone while navigating and inputting information into the computer.
 
Operate window based computer programs and internet search engines to retrieve information.

NECESSARY SPECIAL REQUIREMENTS:

Applicant must provide at the time of the written examination, a typing certificate showing a typing proficiency of at least 30 net words per minute in a five-minute timed test and a copy of the certificate for our records. The certificate must have been issued in the past twenty-four (24) months prior to the deadline date. Physical Requirements with or without Reasonable Accommodations:

Ability to use a personal computer and its peripherals that may often involve sitting for long periods of time, viewing data on a monitor and frequent keyboard and mouse use.
 
Ability to grasp and manipulate files.
 
Frequent hand and/or wrist motion.
 
Positions also may require movement throughout the Courthouse delivering and/or retrieving forms, files and information to and from other departments.

Work Environment:

Shared office environment with varying degrees of hot and cold air.
 
Requires occasional exposure to dust.
 
Must be able to traverse indoors and outdoors, over uneven ground and pavement in all types of weather.
 
Constant interruptions, with high volume of telephone and personal interaction.
 
May be required to travel to other Ventura Superior Court locations.

Other Requirements:

Some positions allocated to these classifications may require bilingual skills depending on assignment.

Application Evaluation - Qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to the written examination.

Written Examination: A job related written examination will be administered to qualifying candidates testing knowledge of various clerical related techniques and practices. Candidates must earn a passing score of 70 percent or higher to qualify for continuation in the recruitment process. Qualified candidates will be invited to schedule their exam.
 
Oral Examination: A job-related oral examination will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of 70 percent or higher to qualify for placement on the eligible applicant list. Qualified candidates will be invited to schedule their exam.
