Under administrative direction of the Director of Public Works, manages the Transportation Department within the Public Works Agency, represents the Agency in matters relating to the Transportation Department, and performs related work as required. The Director-Transportation Department manages a $47.1 million budget and approximately 115 managerial, professional, technical, labor, maintenance, and clerical employees in three divisions: Advanced Planning/Traffic, Design and Construction, and Operations and Maintenance. EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, 5% based on completion of Associate’s, Bachelor’s, or Master’s degree AGENCY/DEPARTMENT: Public Works Agency, Transportation Department This position is exempt from the classified service. Examples Of Duties:
|
Duties may include, but are not limited to, the following: - Plans, organizes, directs, and oversees the staff and activities of the Transportation Department;
- Leads and coordinates regional transportation planning efforts; oversees the development and implementation of major programs, goals, and policies;
- Coordinates activities with other County agencies/departments; federal, state, regional, and local agencies; consulting engineers; contractors; and the general public;
- Directs the preparation of the departmental budget, including, but not limited to operating, maintenance, and construction budgets; administers and oversees the monitoring of the department’s funds; evaluates and forecasts capital planning needs;
- Represents the Agency and the Director in conferences, negotiations, public and legislative meetings, and during emergencies;
- Acts as Deputy Road Commissioner;
- Directs the development and implementation of Transportation programs;
- Oversees the Department’s emergency responses; coordinates use of materials, equipment, staff, and other resources; oversees interagency coordination; and directs emergency repairs;
- Recommends administrative policies and procedures pertinent to the Public Works Agency; and
- Performs related duties as assigned.

Typical Qualifications:

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list. EDUCATION, TRAINING, and EXPERIENCE: Because of the importance and high visibility of this position, the County seeks an individual with a proven record in effective management of key components within a public works organization, including the following background: Substantial, progressively responsible management and transportation engineering experience, which includes possession of a bachelor’s degree in civil engineering or equivalent and at least two (2) years managing an engineering division comprised of professional, technical, and clerical staff, and/or maintenance staff, which is at a level comparable to Deputy Director-PWA or Engineering Manager III. Additionally, two (2) years’ experience supervising various professional, technical, support, and maintenance staff is highly desirable. Requires substantial experience working with professional engineers, developers, citizen advisory groups, and elected officials. Must have a strong ability to communicate effectively orally and in writing. A record of exercising initiative, ingenuity, and sound judgment in solving complex engineering and administrative problems is required. NECESSARY SPECIAL REQUIREMENTS: Must possess and maintain a current, valid California driver license. Registration as a Civil Engineer or Traffic Engineer in the State of California may be required. |
