Job Title: Supervising Agricultural Inspector
Salary: $24.07 - $33.64 Hourly
$1,925.48 - $2,691.06 Biweekly
$4,171.87 - $5,830.62 Monthly
$50,062.42 - $69,967.45 Annually
Job Type: Full-Time Regular
Location: Santa Paula and may require travel throughout Ventura and neighboring counties, California
 

 
 
Under direction of a Deputy Agricultural Commissioner, plans, organizes, supervises, and participates in inspection operations within an assigned program or range of programs pursuant to the enforcement of the California Food and Agricultural Code, California Code of Regulations and related County Ordinances; and, performs related duties as assigned.


EDUCATIONAL INCENTIVE

Possible education incentive of 2.5%, 3.5%, or 5% based upon completion of Associate/Bachelor's/Master's degree.

BILINGUAL INCENTIVE
Possible bilingual incentive depending on the applicable MOA and the needs of the department.

AGENCY/DEPARTMENT:  Agriculture

NOTE:  This classification series is within a bargaining unit that is subject to an "agency shop" arrangement, which mandates all regular employees either join Local 721 of the Service Employees International Union (SEIU) and pay dues as a member, or pay either a "service fee" to Local 721, or direct that an amount equivalent to the "service fee" be distributed to a qualified charitable organization.  This classification series is eligible for overtime compensation.

The list established from this recruitment will be used to fill present and future regular, temporary, fixed-term, intermittent, and extra-help vacancies.

 Examples Of Duties:
Duties include, but are not limited to the following:
  • Plans, schedules, and evaluates individual inspector workloads.
     
  • Conducts employee performance reviews and assists in the development of goals and objectives for subordinates.
     
  • Trains and evaluates agricultural inspectors and Insect Detection Specialists in all areas of agricultural inspection, procedures, policies and regulations.
     
  • Oversees field operations and advises inspectors of problem solutions.
     
  • Evaluates projected workload, equipment and supply needs to determine budgetary and staffing requirements.
     
  • Informs and advises the public on the purposes, implications, and procedures of inspections, agricultural laws, and pest control problems and their proper solutions.
     
  • Oversees inspection of pest exclusion facilities, transportation companies and nurseries to determine compliance with state, federal and local standards.
     
  • Oversees and conducts sensitive and unusual pest exclusion inspections.
     
  • Directs nursery inspections for compliance with Glassy Winged Sharpshooter protocols pertinent sections of the California Food and Agricultural Code.
     
  • Investigates complaints of misuse of pesticides, and makes recommendations for resolution of problems.
     
  • Supervises and participates in monitoring pre-application site inspections, issuing restricted materials permits and operator identification numbers, reviewing pesticide use reports and performing inspections of pesticide applications, equipment, storage, fieldworker safety, headquarters, fields and structural pest control companies for compliance with laws and regulations.
     
  • Directs and participates in fruit and vegetable quality control inspections in fields and at wholesale and retail outlets.
     
  • Oversees issuance of phytosanitary export certificates and transportation clearances for inspected agricultural commodities.
     
  • Oversees seed certification program including inspection and certification of seeds for trueness of type, quality, valid germination dates, and proper labeling.
     
  • Prepares detailed inspection reports and reviews reports submitted by subordinates for completeness, accuracy and compliance with State and County policies and procedures.
     
  • Requisitions equipment and supplies to assure that district inspectors are able to carry out their responsibilities and assures that test equipment and vehicles are properly maintained.
     
  • Implements and coordinates special programs, including educational programs, in cooperation with local, state, and federal agencies.
     
  • Sets up and operates various pieces of sensitive lab and field equipment.

 Typical Qualifications:
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING and EXPERIENCE
Equivalent to a Bachelor's degree from an accredited four-year college with specialization in one or more qualified disciplines in agricultural, biological, and physical sciences that meet the minimum qualifications for the County Agricultural Inspector licensing examination for the State of California; possession of valid licenses in all categories as a County Agricultural Inspector, issued by the California Department of Food and Agriculture; a minumum of five years of responsible agricultural regulatory experience, including no less than two years of experience comparable to a Senior Agricultural Inspector with Ventura County; AND, extensive education, training, and experience which has led to the acquisition of the required knowledge and abilities. Degree requirements may be waived for applicants who possess County Agricultural Biologist Certificates issued prior to January 1, 1985.

OTHER REQUIREMENTS
Possession and maintenance of a valid California driver license.

DESIRABLE
Supervisory experience is highly desirable.

Possession of current license as Deputy Agricultural Commissioner is desirable. If not licensed incumbent is expected to pursue such licensing through the California Department of Food and Agriculture.

Bilingual, English--Spanish, skills also desirable.

WORKING CONDITIONS
Duties involve significant public contact, local travel and outdoor activity. Dependent upon assignment, incumbents may also be required to perform field inspections and be exposed to a variety of plants, insects, pests, and pesticides.

SUPPLEMENTAL QUESTIONNAIRE - qualifying
All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position.

APPLICATION EVALUATION - 100%
An application evaluation will be conducted. A score will be assigned to each qualified applicant based upon established criteria. Depending on the number of qualified applicants, a passing score of 70% may be awarded to those qualified for purposes of placement on the eligible list and subsequent certification to the department for an interview. Either method used, such score shall be deemed to be the final score for eligibility purposes.
