Job Title: Behavioral Health Clinician III
Salary: $23.15 - $32.42 Hourly
$1,851.83 - $2,593.69 Biweekly
$4,012.30 - $5,619.67 Monthly

Under general supervision, provides clinical or administrative psychiatric behavioral health services in a multi-cultural, multi-disciplinary environment through the use of therapy (individual, family, or group), case management, interagency collaboration, and community organization.
 
Behavioral Health Clinician III (licensed) – is the advanced journey classification providing behavioral health services as part of a multi-disciplinary team under general supervision. Incumbents in this classification demonstrate greater skill and depth of job knowledge in the assessment of consumer and family needs, and in the formulation and implementation of treatment and wellness and recovery plans.

EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate’s, Bachelor’s, or Master’s degree.

BILINGUAL INCENTIVE: Possible Bilingual incentive depending on the applicable MOA and the needs of the department.

AGENCY/DEPARTMENT: Health Care Agency/Behavioral Health

Behavioral Health Clinicians are represented by the Service Employees International Union (SEIU) and are not eligible for overtime compensation.

NOTE: This class is within a bargaining unit that is subject to an “agency shop” arrangement, which mandates all regular employees either join Local 721 of the Service Employees International Union (SEIU) and pay dues as a member, or pay either a “service fee” to Local 721 or direct that an amount equivalent to the “service fee” be distributed to a qualified charitable organization.

The eligible list established from this recruitment may be used to fill current and future regular, temporary, fixed-term, intermittent and extra-help vacancies for this position within Health Care Agency .

 Examples Of Duties:
Duties may include, but are not limited to the following:
 
  • Independently assesses, evaluates and provides mental health and/or substance abuse services including individual, group and family therapy/counseling, rehabilitation, crisis intervention and case management services for persons with seriously mental illness or youth with serious emotional disturbance utilizing culturally sensitive, client/family centered, strength-based, wellness and recovery models of service delivery.  
  • Independently completes clinical documentation and maintains productivity according to department standards with minimal administrative oversight.   
  • In collaboration with other members of the multi-disciplinary team, including consumers and family members, participates in the development of treatment plans, coordinates treatment and case management, and discharge planning.  
  • Collaborates on behalf of the consumer/family with other support services provided by health care, social services agencies and community organizations.  
  • Participates in training on various topics such as cultural competency, clinical practice, compliance, treatment planning, case management, co-occurring disorders and substance abuse.   
  • Provides administrative support services including outreach and information about how to access and apply for state and federal programs (such as Medi-cal), performs pre-screening and assists in paperwork completion to determine eligibility.  
  • Provides 5150 evaluations and writes holds as appropriate.   
  • May provide clinical supervision to unlicensed clinicians and student interns within the context of licensure, in keeping with BBS regulations and according to applicable VCBH policies.   
  • Performs other related duties.

 Typical Qualifications:
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE
 
A Masters degree in one of the following is required:
Marriage & Family Counseling,
Counseling Psychology,
Clinical Psychology,
Counseling with an emphasis in Marriage, Family and Child Counseling,
Social Work with an emphasis on Clinical Social Work,
Other equivalent Master's degree from a college or university approved by the California Department of Consumer Affairs, Board of Behavioral Science Examiners;
 
AND
 
Must possess and maintain a valid California License as a:
Marriage and Family Therapist; OR,
Clinical Social Worker;
 
AND
 
A minimum of three years (2 must be post-master's) experience working in an acute or residential setting for Seriously Mentally Ill (“SMI”) Adult or Seriously Emotionally Disturbed (“SED”) youth or outpatient public mental health setting providing mental health services to Transitional Aged youth, adults or older adults with serious mental illness or youth with serious emotional disturbance and their families.

Note: Proof of Master's Degree and BBS Registration is required by date of hire.
