Job Title: Energy Manager

Under direction, manages utility usage (electricity, gas, water/sewer and rubbish) at all buildings and facilities for which the General Services Agency has operational responsibilities.

EDUCATION INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5.0% based on completion of Associate's/Bachelor's/Master's degree.

AGENCY/DEPARTMENT: General Services Agency, Facilities and Materials Department

Energy Manager is a Management/Confidential/Exempt position and is exempt from overtime. The position is eligible for benefits at the MB4 level.

The eligible list established for this position may be used to fill existing and future regular, temporary, fixed-term, intermittent and extra-help positions. There is currently one (1) vacancy in the Facilities and Materials Department of the General Services Agency.

 Examples Of Duties:
Duties may include, but are not limited to the following:
  • Represents the Agency/Department at meetings and conferences with other agencies, private organizations, utility companies and State Commissions;
  • Prepares reports and annual Energy Action Plan and status report;
     
  • Conducts energy audits, determines the life cycle cost, and makes recommendations relating to energy efficiency projects;
  • May manage the work of contractors and recycling programs;
  • May supervise employees who are part of the program;
  • Analyzes the energy market and makes recommendations to purchase competitive power;
  • Recommends and implements projects that will reduce emissions of greenhouse gases, and documents the results of those reductions;
  • Collaborates and works with other County Agencies and jurisdictions on Assembly Bill 32 and Sustainability issues;
  • Develops, implements, and monitors an energy management plan which will enhance energy efficiency and reduce operating cost;
  • Develops and manages a multi-million dollar utility budget;
  • Represents the County at public hearings relating to Assembly Bill 32, energy and utility issues;
  • Works with utility companies to resolve billing problems;
  • Negotiates appropriate rates, and participates in any incentive programs;
  • Performs other related duties as required.

 Typical Qualifications:
These are entrance requirements to the examination process and assure neither continuance in the process or placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE: Five (5) or more years of progressively responsible experience in the areas of energy management and/or engineering. Familiarity with Assembly Bill 32 and sustainability/recycling issues is highly desirable.

NECESSARY SPECIAL REQUIREMENTS: Obtain, within first year of employment, and maintain in good standing during the course of employment, Energy Manager certification by the Association of Energy Engineers.

Maintain and possess a valid California Driver License.

The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant’s qualifications & acceptability for the position.

APPLICATION EVALUATION – 100%: An application evaluation will be conducted.  A score will be assigned to each application based on established criteria.  Such score will be considered as the final score for placement on the eligible list.   

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
