One current vacancy with the Health and Human Services Agency in Tulare. THIS IS A PROMOTIONAL RECRUITMENT OPEN ONLY TO CURRENT TULARE COUNTY EMPLOYEES IN REGULAR OR PROBATIONARY STATUS. This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.

Typical Duties:
|
| Within a CalWorks Program Setting, plan, direct, and supervise the work of staff assigned to support Self Sufficiency staff with activities related to the initial determination and ongoing activities associated with public assistance eligibility and/or employment services. Conduct group and individual conferences with staff to provide direction and interpret and explain rules, regulations, and policies. Confer with and assist staff on more difficult problems. Review the quality and quantity of work performed by staff and develop, implement, and monitor plans to correct substandard performance. Coordinate work activities of staff to maintain a consistent workflow within the unit. Collaborate with other supervisors and managers in coordinating the activities of staff. Provide information to the public and others where special knowledge and interpretation are required. Review business procedures and recommend and implement change to improve efficiency and services. Prepare and review timesheets, attendance records, and purchasing-related documents. Prepare operating manuals, narrative reports, charts and a variety of other supportive documents. Participate in studies and research projects requiring considerable independent judgment, initiative and confidentiality. Participate in developing organizational concepts, cost estimates, budget request, or annual budget preparation. Research, gather, analyze factual data on variety of subjects, compile reports, and/or make recommendations. Interview complainants and identify solutions. Train and instruct staff on policies, procedures, and techniques. Supervise, train, evaluate and discipline assigned staff. Assist in the development and implementation of policies and procedural matters. Use personal computers or other automated systems. Use automated systems to track information, develop and monitor data and reports. Prepare memos, reports and correspondence and responses to requests regarding County rules and ordinances interpretations. Participate in interviewing applicants for hiring. Prepare employee performance evaluations. Perform related duties as assigned. |

Employment Standards:

Education/Experience - Any combination of education and experience that could likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be equivalent to completion of twelfth grade and three years of experience as a Self Sufficiency Support Assistant, Self Sufficiency Counselor, Eligibility Worker or Self Sufficiency Resource Specialist. Work experience must demonstrate a high level of automation ability and independent decision making. Knowledge of - Federal, State, and local rules, regulations, and policies governing public assistance and employment service programs. Principles and practices of supervision, evaluation and training. Interviewing methods and techniques. Caseload management and record keeping methods and practices. Categories of public assistance, community resources, and social services available to clients. Case file documentation requirements and alphabetical and numerical filing system procedures. Public funding in relation to programs. Math sufficient to apply algebraic formulas, interpret results, and/or determine eligibility for assistance. Correct use of the English language including grammar, punctuation and spelling. Functions and procedures of a modern office environment. Theory, capabilities, limitations, and operations of office automations and related equipment. Techniques sufficient to train subordinates. Report and forms design and production. Skill/Ability to - Communicate clearly to explain technical information to persons of various social, economic, cultural, and economic backgrounds in a patient, tactful and courteous manner. Read, interpret and explain complex documents, rules, regulations, policies, and procedures about public assistance and other programs. Understand the procedures and operating functions of the TulareWORKs Division and communicate this information to staff and general public. Supervise, train and evaluate staff. Develop, implement and interpret policies and procedures. Set goals and objectives. Collect and evaluate information, establish facts, draw valid conclusions and take appropriate actions or make appropriate recommendations. Apply problem solving techniques. Write clear, concise, accurate and grammatically correct to convey ideas in case narratives, reports, policies, and correspondence. Organize, set priorities, and coordinate workload of support staff effectively. Maintain productivity with changing workloads and interruptions. Motivate, deal fairly with and establish rapport and maintain effective working relationships with others. Keep systematic and accurate records. Recognize and maintain confidentiality of information and materials. Prepare, organize, and make oral presentations to groups and staff. Proofread subordinates’ work.Give and follow verbal and written instructions. Retain and recall information. Operate a personal computer and software to access information, complete complex reports, correspondence, spreadsheets, charts or graphic presentation materials.

Conditions of Employment Candidates selected will be required to pass a pre-employment drug and alcohol screening. For some classifications, a physical exam will be conducted to ensure the applicant's fitness for duty. This process may include a physical ability and/or ergonomic assessment.
