Reports to the Manager of Data Modeling, Data Warehouse, Database, Business Intelligence and Web in the division of Information Technology Services.  Performs highly complex computer systems analysis work.  Provides web support for the entire agency. Creates, modifies, and maintains accessible web sites for TEA's divisions and programs on a computer using UNIX, Ektron CMS 400.NET, Microsoft Visual Studio 2005, DreamWeaver, and Microsoft SharePoint. Creates, modifies, and maintains accessible web pages using HTML, XHTML, XML, XSLT, Cascading Style Sheets (CSS), JavaScript, C# and ASP.net.  Coordinates web site and web page updates with TEA staff and external stakeholders.  Tests web pages, web forms, MS Office documents and forms, and Adobe PDF's for compliance with section 508 guidelines using a variety of web accessibility tools.  Schedules, automates, and summarizes web scans and reports on quality, accessibility, and other web site metrics for TEA management.  Analyzes current TEA web design, development and maintenance processes and procedures and makes recommendations for improvement.  Writes and maintains UNIX and windows scripts to automate repetitive or scheduled tasks using C#, VB.NET, CGI, Perl, crontab, etc.  Meets and communicates with internal and external users to determine website requirements.  Modifies web pages, documents, reports and forms to meet web accessibility requirements.  May plan, assign, and/or supervise the work of others.  Other duties as assigned.

Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

 Minimum Qualifications:
Education: Graduation from an accredited four year college or university.

Experience: Three (3) years experience in requirements analysis, system design, and implementation of complex computer systems is required.

Substitution:  Education and experience may substitute for one another on a year-for-year basis.

Travel:  1%

Knowledge, Skills, and Abilities (KSA)

Knowledge of: Texas Administrative Code regarding State web sites; web accessibility and usability; web design and development; web and internet standards and protocols; requirements analysis; scripting for web pages or command-line scripting; web metrics; web search; web servers and web browsers; HTML, XHTML CSS, ASP.NET, JavaScript, HTTP, XML, C#, and metadata; The limitations of computer systems

Skill in: verbal and written communication; prioritizing and planning assignments; creating and maintaining highly usable web pages and web sites; troubleshooting web pages and web applications; coordinating the maintenance of multiple web sites

Ability to: administer the Agency's web sites; learn and work effectively with the Agency's web content management system; communicate effectively with the web team, TEA management, and internal and external users; analyze systems and procedures; write and revise project documents and procedures; handle multiple projects; plan, assign, and/or supervise the work of others; train others

Salary is dependent on qualifications.

Positions exempt from the Fair Labor Standards Act (FLSA) will earn compensatory time off rather than overtime for hours in excess of 40 per week. May be required to work hours other than 8 to 5. May be required to work weekends and holidays.

There is a 90-day waiting period for health insurance coverage and retirement contributions for new hires and re-hires.
