Under administrative direction, plans, organizes, coordinates and provides functional direction to one or several major functional areas of the City; provides policy guidance and coordinates the activities of assigned City staff and services; fosters cooperative working relationships with civic groups, intergovernmental agencies and City staff; acts for the City Manager as designated; performs related work as assigned.

 CLASS CHARACTERISTICS:

In addition to providing designated staff and policy assistance to the City Manager in assigned administrative areas, this single position class has administrative responsibility for policy development and program planning and implementation with Citywide implications. The incumbent is responsible for accomplishing administrative goals and objectives and/or furthering City goals and objectives within general policy guidelines. This class is distinguished from City Manager in that the latter has full administrative responsibility for City operations and functions.

 PRINCIPAL DUTIES (Illustrative Only):

  1. Plans, organizes, coordinates, and directs the work of designated City management staff.
  2. Assists in the development and coordination of the implementation of Citywide goals, objectives, policies, procedures and work standards.
  3. For assigned functions, works closely with the City Manager, City Council, City department management, a variety of public and private organizations, and citizens groups in developing programs and implementing projects to solve problems related to City services.
  4. Confers with and advises the City Manager and City Council on specific issues and programs.
  5. Prepares and recommends long-range plans for City services and programs; develops specific proposals for action on current City needs.
  6. Interprets City regulations and various ordinances, codes and applicable laws to City staff and the public to ensure compliance.
  7. Represents the City and works closely with citizens boards and commissions and public and private officials to provide technical assistance, directly or through subordinate staff.
  8. Directs and coordinates the preparation of a wide variety of reports or presentations for City management or outside agencies.
  9. Directs the development of management systems, procedures and standards for program evaluation and monitors developments related to specified service areas.
  10. Acts for the City Manager on a relief basis or as designated.

 MINIMUM QUALIFICATIONS:

Education/Experience:

Equivalent to graduation from a four-year college or university with major course work in business or public administration or a closely related field and substantial management, supervisory or administrative experience. Experience in working with varied public agencies and with citizens’ organizations is desirable.

Other Requirements:

Must possess a valid California driver's license.

Knowledge of:
  • Administrative principles and methods, including goal setting, program and budget development and implementation, and employee supervision;
  • Principles, practices and program areas related to municipal activities and functions;
  • Applicable legal guidelines and standards affecting the administration of delegated program areas;
  • Principles and practices of budget development and administration;
  • Funding sources impacting program and service development;
  • Social, political and environmental issues influencing program administration;
  • Principles and practices of contract administration and evaluation.


  • Skill in:
  • Planning, organizing, administering and coordinating a variety of City services and programs;
  • Developing and implementing goals, objectives, policies, procedures, work standards and internal controls;
  • Selecting, motivating and evaluating staff and providing for their training and professional development;
  • Analyzing complex technical and administrative problems, evaluating alternative solutions and adopting effective courses of action;
  • Preparing clear and concise reports, correspondence and other written materials;
  • Establishing and maintaining cooperative working relationships with a variety of citizens, public and private organizations, boards and commissions, and City staff;
  • Exercising sound, independent judgment within general policy guidelines.
