  $7,852.53 - $8,254.33  - $8,677.65 -  $9,122.50 - $9,589.90  - $10,080.88

This recruitment is being conducted as an Open/Promotional recruitment for the Community Services Department. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both.

Incumbents in this position are excluded from the Civil Service system and are represented.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a drug screen and background investigation, which will include fingerprinting.

Under direction, assists in planning, organizing and directing, through subordinate supervisors, activities and services of the Stockton – San Joaquin County Public Library System; and performs related work as assigned.

 CLASS CHARACTERISTICS:
This class provides professional and administrative assistance to the Director of Community Services in planning, organizing and directing of services and programs for the Stockton – San Joaquin County Public Library. The incumbent is accountable for ensuring effective program planning, systems and quality of operations for library services and staff in addition to directing day-to-day library operations. This class is distinguished from the Director of Community Services in that the latter has overall management responsibility for Library Services division activities and services.

 PRINCIPAL DUTIES (Illustrative Only):
  1. Assists in developing and implementing goals, objectives policies, procedures and work standards for the Library Services division; assists in the recruitment, selection, development and evaluation of staff.
  2. Assists in formulating and implementing library policy, programs and procedures, including work load planning and assignments, computerization and software applications services, physical space allocation and equipment needs; establishes specific procedures for delivery of services.
  3. Provides assistance to supervisory and professional staff in resolving daily problems and meeting goals and objectives; manages day-to-day library activities.
  4. Prepares the departmental budget based on needs and goals of the library; monitors internal expenditures to ensure service goals are met.
  5. Studies and analyzes library systems and recommends improvements; establishes collection development and materials selection policies.
  6. Prepares or directs the preparation of reports, studies, public relations material and correspondence.
  7. Confers with representatives of other City departments, the County and other cities and private contractors in arranging for goods and services.
  8. Represents the Director and the Library at meetings, conferences and similar functions.
  9. Assists in interpreting policies and procedures to staff; assists in setting work priorities and coordinating and scheduling assignments.
  10. Monitors professional and technical developments related to library operations, evaluates their impact and recommends improvements.
  11. Participates in professional association activities; may serve on boards and committees with national or state-wide impact.
  12. Acts in the absence of Director of Community Services.

 MINIMUM QUALIFICATIONS:
Education/Experience:
 
Possession of a Master’s degree in Library Science from an American Library Association-accredited college or university; AND three years of management or administrative experience which has included the administration of library programs, services, and supervision of professional and technical staff.
 
Other Requirements:
 
  • Must possess a valid California driver’s license.
Knowledge of: 
  • Principles and practices of professional library goals and objectives, organization, program planning and evaluation, collection development, technical services, and community outreach;
  • Theory and philosophy of library services;
  • Administrative principles and methods, including goal setting, program development, work planning and organization, and personnel management;
  • Applicable laws and regulations;
  • Information Technology (IT) systems and automation as applied to library activities;
  • Basic budgetary principles and practices.  
Skill in: 
  • Planning, organizing, administering, reviewing and evaluating the work of professional and paraprofessional library staff;
  • Coordinating assigned programs and services with other City departments and outside organizations;
  • Assisting in developing, implementing, and interpreting goals, objectives, policies, procedures, work standards and internal controls;
  • Analyzing complex administrative problems, evaluating alternatives, recommending and implementing effective courses of action;
  • Establishing and maintaining effective working relationships with individual citizens, community groups and other public agency representatives;
  • Preparing clear and concise reports, correspondence, and other written materials;
  • Exercising sound independent judgment within established guidelines;
  • Working closely with other Library Management team members and Community Services Administrative team members to provide comprehensive services for patrons and address a broad range of service delivery, programmatic and administrative challenges.
