Monthly Salary Range: $4,891.00 - $5,141.00 - $5,405.00 - $5,682.00 - $5,973.00 - $6,279.00

This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list or a combination of both.

These lists may be used to fill future vacancies.

Incumbents in this position are included in the Civil Service system, in a "for-cause" employment status, and are represented.

Prior to appointment, eligible candidates will be required to submit to and successfully pass a drug screen and background investigation, which will include fingerprinting.

Under direction, plans, organizes, schedules, directs and coordinates mechanical and electrical, equipment and instrument maintenance required for a wastewater treatment plant and related interception and disposal facilities; performs related work as assigned.

 CLASS CHARACTERISTICS:

This class has responsibility for planning, scheduling, directing, coordinating, and reviewing, through subordinate supervisors, the work of crews in installing, maintaining, and repairing mechanical and electrical wastewater treatment and disposal facilities and plant equipment. This class is distinguished from Deputy Municipal Utilities Director/Wastewater in that the latter has full responsibility for operations, maintenance and technical services functions.

 PRINCIPAL DUTIES (Illustrative Only):

  1. Plans, organizes, supervises and reviews the work of supervisorial staff engaged in mechanical, electrical and instrument work in servicing and lubricating plant machinery and equipment, in maintaining and repairing broken parts and equipment, and in inspecting facilities on a regular basis to determine maintenance needs.
  2. Determines, requisitions and maintains a supply of replacement parts required for the maintenance and repair of plant equipment.
  3. Plans and implements a preventive maintenance program for the upkeep of plant equipment; recommends or implements changes as circumstances indicate.
  4. Directs long-range planning, development and maintenance organization for the wastewater treatment system.
  5. Investigates interruptions of service and diagnoses operating difficulties; outlines or chooses methods of repair; coordinates work with Operations.
  6. Arranges for and coordinates special work, such as structures maintenance, with other departments or shops or by contract, as required.
  7. Directs the selection of employees; reviews work performed; ensures that safe work practices and procedures are observed.
  8. Plans and administers training programs for subordinate employees.
  9. Directs the maintenance of records; prepares periodic and special reports and correspondence regarding activities of the section.
  10. Recommends improvements in plant maintenance procedures to increase efficiency and reduce costs.
  11. Estimates the cost of labor, materials, and supplies necessary for the performance of the work; prepares and maintains the section’s annual budget; develops, implements and monitors cost control procedures.
  12. Interprets management policies and procedures to subordinates, ensuring that they are understood and followed; resolves employee relations problems.
  13. Monitors advances in maintenance procedures and techniques, new equipment and materials pertaining to wastewater treatment; recommends changes or modifications as appropriate.

 MINIMUM QUALIFICATIONS:

Education/Experience:

Equivalent to graduation from high school and two years of supervisory experience in the maintenance of a wastewater treatment plant at a level equivalent to the City’s class of Plant Maintenance Supervisor.

Other Requirements
:
  • Must possess a valid California driver’s license.
  • Must be willing to work outdoors in a variety of weather conditions and extended hours as needed.

  • Knowledge of:
  • Standard methods, practices, materials, tools and equipment used in the installation, adjustment, maintenance and repair of mechanical, electrical and instrumentation equipment common to a modern wastewater treatment plant;
  • Use and maintenance of a wide variety of tools and equipment related to mechanical, electrical and instrumentation plant Maintenance work;
  • Supervisory principles and techniques, including work planning, scheduling and budgetary control;
  • Safety regulations and practices pertaining to the work;
  • Principles and practices of effective supervision;
  • Solid state instrumentation and control system principles and operation;
  • Rigging principles and techniques;
  • Basic data processing applications related to the work.
  • Skill in:
  • Planning, organizing, assigning, coordinating, directing and reviewing the work of others through subordinate supervision;
  • Reading and interpreting mechanical drawings, plans and specifications;
  • Estimating labor and materials for proposed work;
  • Training and evaluating others in proper work methods and safety regulations and precautions;
  • Setting priorities and coordinating crew activities in order to service widely dispersed facilities;
  • Planning and directing a preventive maintenance program;
  • Effectively dealing with employee relations, budget and other matters relating to administrative supervision of the section;
  • Recommending and implementing improved maintenance procedures;
  • Inspecting and evaluating equipment at work sites;
  • Keeping records and preparing correspondence and reports;
  • Maintaining parts inventory and control;
  • Establishing and maintaining effective working relationships.
  • The Examination:

    Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include an oral examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
