Open/Promotional Recruitment Monthly Salary Range effective 7-1-09: $3,995.45 - $4,200.45 - $4,415.70 - $4,641.20 - $4,879.00 - $5,129.10 The City of Stockton is currently recruiting for the position of Police Telecommunicator II. This recruitment is being conducted as an Open/Promotional recruitment. Current full-time City of Stockton employees may apply for this position as a promotional opportunity and successful candidates will be placed on a promotional list. All other candidates may apply for this position as an open competitive opportunity and successful candidates will be placed on an open list. The appointing authority will have the option of requesting names from the promotional list, the open list or a combination of both. Incumbents in this position are covered under Civil Service and are represented by the Stockton City Employees' Association (SCEA). Prior to appointment, eligible candidates will be required to submit to and successfully pass a medical examination, drug screen and background investigation, which will include fingerprinting. Under general supervision, receives 911 system emergency and non-emergency calls and dispatches assignments to established police procedures; operates various telecommunications center equipment; performs related work as assigned. |

CLASS CHARACTERISTICS:
|
Police Telecommunicator II is the fully experienced class in this series, competent to perform telecommunications and dispatch work within established guidelines. Responsibilities include handling inquiries from irate citizens and evaluating and assisting the Police Telecommunicator III in training new staff. This class is distinguished from Police Telecommunicator III in that the latter performs more complex telecommunications and dispatch work and provides training for new staff. Work Schedule: Telecommunicators may be assigned to any of four ten-hour shifts and routinely work weekends and holidays. These shifts are 5:00 p.m. - 3:00 a.m., 9:00 p.m. - 7:00 a.m., 7:00 a.m. - 5:00 p.m., and 11:00 a.m. - 9:00 p.m. and shift assignments will change based on employee seniority. |

PRINCIPAL DUTIES (Illustrative Only):
|
- Receives and evaluates 911, police emergency and business calls; transfers calls to appropriate parties or creates a call for dispatch.
- Dispatches police units to emergency or non-emergency locations.
- Handles inquiries and complaints regarding services from the public.
- Operates computer consoles for call input; dispatching and continuous update of suspect information and officer location.
- Enters information in written or computer-based format; logs and fills out call forms; maintains records of radio calls.
- Operates multi-channel radio systems; monitors other channels while maintaining radio traffic on main channels.
- Maintains radio contact with mobile and portable units; recognizes units from other agencies and assists them with City units or supplies requested information.
- Responds to officer-initiated radio traffic and requests and disseminates suspect information from roll call boards, prior calls, and bulletins.
- Monitors closed-circuit security cameras and holding cells.
- Maintains and accesses business and premise history and index files for emergency and other necessary contact.
- Handles in-house and radio paging, crime stopper, animal control, and other after-hours phone lines.
- Provides court testimony related to calls as required.

MINIMUM QUALIFICATIONS:
|
Education: Possession of a high school diploma or GED. Experience: Two years of experience in public safety dispatching at a level equivalent to the City of Stockton's Police Telecommunicator I. Special Certificate: To be considered eligible as a Lateral-Entry Police Telecommunicator, an applicant must (i) be currently, or within the past twelve (12) months, employed as a Telecommunicator with a public agency or a similar situation or equivalent as determined by the City; (ii) completed a probationary period as a Telecommunicator or equivalent position with another public agency or a similar situation; (iii) possess a current California P.O.S.T. Public Safety Dispatcher Certificate (A copy of the certificate must be faxed to Human Resources within 10 days of filing your application.); AND (iv) have experience in a public safety dispatch system. Typing Certificate: Must submit a signed and dated copy of a valid Typing Proficiency Certificate, two years old or less, for at least 40 NET words per minute at time of application. The Typing Proficiency Certificate must specify the total number of gross words per minute typed, number of typing errors, and the net typing speed for a 5-minute timed evaluation. The Typing Proficiency Certificate must be an unaltered copy from a government agency, business college, public school, or other recognized agency that regularly tests and issues certificates of typing skills, and must be on their official letterhead. Other Requirements: Must be able to pass a background investigation. Must be willing to work evening, night, weekend, and holiday shifts on a rotation basis. Must be willing to be called back or held over to maintain minimum staffing levels. Knowledge of: - Terminology used in police and related emergency radio and telephone communications;
- Operation of communication equipment including telephone, radio, paging, computer, and related systems;
- Basic record keeping principles and practices;
- Standard office equipment including computerized equipment and typewriter.
Skill in: - Memorizing codes, names, locations, and other detailed information;
- Assessing and prioritizing emergency situations;
- Attending to multiple activities and sources of input simultaneously;
- Obtaining information from individuals in emergency situations, including those who are emotionally distraught, angry, or difficult to understand;
- Remaining calm and making rapid and sound independent judgments in stressful emergency situations;
- Communicating tactfully and effectively with public, public safety personnel, and others;
- Operating complex radio and telephone systems;
- Operating keyboards, including typewriters and computer terminals at a typing speed of 40 net words per minute;
- Following oral and written instructions;
- Reading and interpreting street maps;
- Performing routine clerical and record keeping duties.
Ability to: - Learn City dispatching codes, policies, procedures, and equipment.
The examination: Qualified candidates will be invited to continue in the examination process, which may include a rating of training and experience, weighted 100%. To achieve a place on the eligible list, candidates must receive a minimum passing score of 70%. The City reserves the right to utilize alternative testing methods if deemed necessary. In the event of identical ratings, names will be arranged in the order of application date and time, and, if the same, then arranged alphabetically.
