| The Stafford County (VA) Fire and Rescue Department is recruiting for the positions of Lieutenant, Fire Training and EMS Training. Stafford County (home to Marine Corps Base Quantico and the FBI Academy) is a rapidly growing suburban Washington, DC county of over 120,000 residents with excellent schools and recreation opportunities. Stafford County is rich in history - - boasting George Washington’s boyhood home and offering many exciting career and personal growth opportunities. The department serves the county from 14 fire and rescue stations answering over 20,000 emergency calls for fire and rescue services annually. Our department is growing and so are the demands and challenges our county faces. Stafford County faces the daily challenges faced by any suburban environment, but we are further challenged by several of the county’s unique vulnerabilities such as the Potomac River, commuter, passenger and freight rail service, special hazard, high security and historically significant facilities, a new regional airport, one of the busiest sections of Interstate highway in the nation and the second fastest growing population in the Washington, DC metro area. Stafford County is prone to risk from several environmental threats such as hurricanes, tornados and severe winter storms. Our proximity to the National Capital Region, as well as the highly sensitive facilitates and major transportation routes located in the county further challenge our need for excellent planning and emergency response capabilities. This position requires a through understanding of adult education, Fire and EMS training program design and delivery, direct delivery instruction and various advanced EMS certifications. A starting salary will be offered from $50,211.20 - $77,812.80 DOQ with excellent benefits. Examples of Duties:
|
| Coordinate and implement the Fire and Emergency Medical Services training programs; coordinate program instructors and contractors and provide instruction as needed. Participate with management in the development and implementation of department goals, objectives, policies and priorities for assigned programs; recommend, implement and administer related policies and procedures. Ensure compliance with infection control and body substance isolation precaution procedures during didactic and clinical training classes. Participate in budget development and administration for the training programs; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. Select, motivate and evaluate assigned career and volunteer staff; provide or coordinate staff training; plan, direct, coordinate and review the work plan for assigned staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; work with employees to develop short and long term goals, monitor accomplishments, establish performance requirements and personal development targets and provide coaching for performance improvement and development. Prepare various reports, lesson plans, manuals and correspondence using a personal computer. Coordinate and conduct initial certification and continuing education training; evaluate results and maintain records in accordance with regulatory standards. Determine material and equipment needed for training classes; ensure availability of classrooms and supplies. Attend and participate in committees and professional group meetings; stay abreast of new trends and innovations in the field of training and education. May assist other work units in the development and implementation of new programs or revisions to existing programs. Perform related duties and responsibilities as required. Knowledge of: Principles and techniques of program development, research and evaluation. Principles and practices of supervision and performance evaluation. Modern office procedures, methods and computer equipment. English usage, spelling, grammar and punctuation. Principles and techniques of record keeping. Pertinent federal, state and local laws, codes, regulations. Common office software, including word processing and spreadsheet applications. Techniques and principles for writing reports, lesson plans and manuals. Ability to: Research and compile resource material pertaining to modern training methodologies. Develop and administer training curriculum. Use initiative and independent judgment within established guidelines. Interpret, apply, explain and enforce applicable laws, codes, regulations, policies and procedures. Analyze problems, identify alternative solutions, project consequences of proposed actions, recommend best options and implement approved solution in support of goals. Communicate effectively with a variety of individuals from various socio-economic, ethnic and cultural backgrounds. Communicate clearly and concisely, both orally and in writing. |

Typical Qualifications:
|
| Graduation from a two-year college, with either major course work in Fire Science or health care field (emergency medical services, nursing, physician's assistant, etc.). Bachelor’s degree preferred. Minimum of five years of fire/EMS experience with progressive responsibility in the area of fire-based EMS personnel management, education and/or program management. The following certifications are preferred: VA or National Registry EMT-Paramedic (NREMT-P); Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS) or Pediatric Education for Pre-hospital Providers (PEPP) and either Pre-Hospital Trauma Life Support or International Trauma Life Support, CPR, EMT, ACLS, PALS and ITLS Instructor and ALS Coordinator. All candidates must maintain all required certifications and licenses and will be required to meet all the requirements of the Stafford County Uniformed Rank Structure within 12 months of appointment. Candidates will be selected based on the results of a panel interview, background investigation, polygraph test, and pre-employment physical examination.
Candidate selected will also be required to satisfactorily complete a criminal history and fingerprint check, post-offer, pre-employment medical exam, alcohol and controlled substance tests at the County’s expense unless this requirement has been completed for current County position.
A driver’s license valid in the Commonwealth of Virginia, (copy of current DMV record, dated within 30 days, must be provided before the employment start date). |
