This position is responsible for overall support of the pubic safety radio communications system utilized in Stafford County. As part of the Stafford County Sheriff’s Office, Division of Emergency Communications, this and other systems of which this position will provide support are comprised of a 700/800 MHz Trunked Radio System; Alphanumeric Paging Network; Computer Aided Dispatch System with GIS/Mapping; PBX with Computerized Telephony Workstations; and future technical operating systems consistent with Next Generation 911 technologies and others, as defined. Reports to the Emergency Communications Division Commander of the Stafford County Sheriff's Office.

Knowledge of the infrastructure and operation of public safety and E-911 communications equipment is helpful.

This FLSA exempt position is responsible for all technical and administrative functions related to the operation, troubleshooting and maintenance of the technical systems identified above utilized by the Emergency Communications Center (ECC) and public safety responders in the County.

 Examples of Duties:
Assisting with administration of the telecommunications center.

Primary and main function of the job is to facilitate management of the County's public safety radio communications system to include, but not limited to, all licensing, maintenance, support, programming, interoperability coordination, etc.

Responsible for frequency licensing, radio site management; inventory control management.

Ensures all hardware supporting systems associated with the ECC are in good working order.

Provides support to network operations within the ECC by monitoring all technical operations; provides performance problem diagnoses while performing troubleshooting, repair, and programming pursuant to vendor driven instructions and/or training.

Manages and maintains the Enhanced 911 System providing system data and technical updates, troubleshooting, interaction and coordination with 9-1-1 System vendor.

Coordinates and assist, in coordination with Sheriff’s Office and County IT staff, the Computer Aided Dispatch System and associated databases including, but not limited to GIS and mapping applications.

Ensures the operation and maintenance of equipment, including dispatch consoles, radio systems, computers and other data and equipment interfaces.

Supports facility maintenance personnel in monitoring the operation and maintenance of the building’s emergency generator(s), UPS systems, HVAC system, and security systems as these systems support ECC operations.

Assists the ECC Training Coordinator with systems training including, but not limited to, CAD, logging recorder, radio, and 9-1-1
training.

Coordinates the upgrade of all computer equipment (hardware and software) utilized within the ECC.

Reports network, hardware and software malfunctions and places service calls on equipment.

Assists in developing long range strategies for technical migration, providing research and review of information related to emerging technology including state-of-the art voice, data, radio, and computerized systems.

Assist in the development and preparation of operational and long-term budgets to assure proper operation, maintenance, repair and replacement of technical systems while participating, as requested, in long technology funding decisions.

Assists in preparation of RFPs and evaluates vendor proposals for all systems hardware and software purchases.

Interprets and analyzes MIS reports from each of the systems for periodic reporting to the ECC Director and customers.

Assist as assigned in the management of remote radio sites, to include lease agreements, facility components and tenant coordination.

Initiates, manages, and tracks all technical projects.

Recommends and contributes to the development of technical policies, standards and operating procedures.

Communicates with customer agencies keeping them informed of technology issues while maintaining professional composure and tact, patience, and courtesy at all times.

Attends various meetings related to technical systems including Boards and user groups.

Responsible for submitting required documentation in support of Department and/or Divisional accreditation processes.

Carries pager and cell phone to respond to system emergencies on a 24x7 basis.

Responsible for supervising outside contractors, as necessary.

Performs related tasks as required.

 Typical Qualifications:
Knowledge of public safety communications systems, policies and procedures.

Knowledge of public safety communication technologies and equipment including mobile data communications system.

Knowledge of Federal Aviation Administration standards for marking and lighting towers.

Knowledge of Federal Communication Commission requirements and radio frequency engineering design standards.

Thorough knowledge of two-way mobile radio communications.

Thorough knowledge of telephony systems including digital key, PBX, e911 and call centers.

Thorough knowledge of the geography of the County and surrounding area.

Thorough knowledge of the preparation, maintenance and operation of technical systems associated with an emergency communications center.

Thorough knowledge of principles, procedures, practices, techniques and nomenclature associated with mobile data computer, microcomputer, and data communication systems and operations.

Thorough knowledge of computers and computer systems with skill in the use of Microsoft Office tools preferred, utilizing Outlook, word processing and spreadsheet software programs.

Knowledge of critical facility components, such as emergency generator, UPS system and HVAC system.

Practical working knowledge of site management, including service contracts, lease agreements and facility maintenance.

Principles of vendor management, including contract oversight and vendor accountability.

Principles of public safety customer service and effective interaction with high level stakeholders.

Principles of supporting and training staff, as assigned, with broad technical responsibilities.

Principles of accountability for work of self and technical function, including work status reporting and performance measurement.

Identify and implement innovative and practical approaches to respond to the public safety communications information and system management needs of the ECC and its user agencies.

REQUIRED ABILITY TO:

REQUIRED EDUCATION AND EXPERIENCE:

High school diploma or equivalent, required.

Any combination of education and experience equivalent to an Associates Degree in computer science or a related field, preferred and considerable experience with network and computer systems.

PLUS:

Knowledge and experience with public safety technologies.

Practical working knowledge of PCs, and PC applications including office related and specialized software programs.

Two (2) years of supervisory experience.

DESIRED QUALIFICATIONS:

Experience in radio systems and related infrastructure, licensing and requirements.


LICENSES AND CERTIFICATIONS:

Virginia State Driver’s License

WORK ENVIRONMENT:

60% of work is performed in an office environment with moderate interruptions.

20% of work is performed in attendance of meetings on and off-site.

10% of work is performed in the communications room with constant noise.

5% of work is performed at remote locations.

PHYSICAL DEMANDS:

Lifting, carrying and pushing objects weighing up to 50 pounds.

 Supplemental Information:
