 Job Summary: Supervises the work of Custodial crews in City buildings and other facilities. 

The City is a participating agency of the California Public Employees’ Retirement System (CalPERS) with a 2.7%@55 retirement formula. Employees are required to reimburse the City for the cost of the enhanced retirement formula, with the reimbursement being 6.67% of the employee’s PERSable compensation. The City pays the employee contribution to PERS (8%). In addition, the City participates in the Medicare portion of FICA only, and therefore there is no deduction made for social security. 

 Major Duties:

Plans, schedules, coordinates and supervises the work of custodial crews in the cleaning of City buildings, public restrooms, and community centers.


Inspects custodial work performed by contractors and enforces compliance with contractual requirements and City codes. Works with other City departments to coordinate and implement Capital Improvement Projects that include custodial maintenance elements.

 

Implements comprehensive inspection procedures for City buildings to ensure the highest standard of maintenance. Reports malfunctions and damages and proposes remedies.

 

Provides input, implements and monitors maintenance schedules and quality control procedures. 

 

Assists the Custodial Services Superintendent with payroll records, work orders, budget preparation and vacation schedules. Requisitions materials, supplies and equipment.

 

Provides support and contributes to the development and implementation of the Sustainable City program and other environmental programs of the division, including integrated pest management.

 

Reviews building plans and makes recommendations to the Custodial Services Superintendent for the improvement of City buildings, restrooms and community centers.

 

Oversees the work of contractors responsible for window washing, pressure washing, carpet cleaning and other related custodial services.   

 

Estimates and orders materials and supplies.

 

 

Tests new cleaning products and related items and makes recommendations based on these tests.

 

Trains crews in the use of new equipment and custodial procedures.

 

Checks lighting, plumbing, and related facilities and reports malfunctions.

 

Receives and responds to service complaints from public and City departments.

 

Performs other related duties, as assigned.

 Minimum Qualifications:

Knowledge, Abilities and Skills:

Knowledge of:

 

Principles and practices of supervision.

Cleaning methods, materials, equipment and procedures as advocated by the United States Green Building Council and the City’s Office of Sustainability and the Environment.

Proper use of cleaning equipment, tools, materials, supplies and solutions.

Basic mathematics. 

Safe work practices and procedures.

Effective supervisory techniques.

Effective customer services techniques.

 

Ability to:

 

 

Perform supervision and inspection of quality work for City buildings and facilities.

Select,supervise, motivate and train staff.

Train and/or instruct staff on the use of general purpose cleaning machinery such as high-pressure washers, buffers, steam cleaners, scrubbers and vacuums.

Inspect buildings and facilities to determine need for cleaning.

Make accurate calculations.

Communicate effectively, both orally and in writing.

Prepare and maintain accurate records and reports.

Respond to inquiries from the public in a tactful manner.

Establish and maintain effective and cooperative working relationships with City employees and the general public.

Provide effective customer service. 

 

Skill In:

 

Reading, writing and communicating at an appropriate level.

Using a personal computer and applicable software applications.


Education, Training and Experience:

 

Graduation from high school or the equivalent.

 

 

 

Three years of recent, paid work experience performing custodial work which has included the use of power cleaning equipment and experience stripping, scrubbing, re-waxing, and  buffing all types of composition and tile floors.  At least two years of the recent, paid work experience must include leading and coordinating the work of others.  One year of  leading and coordinating the work of others and successful completion of the City of Santa Monica’s Pre-Supervisory Academy may substitute for the two years of leading and coordinating experience.   Municipal experience is desirable. 

 

 

Licenses and Certificates:

 

Possession of a valid class C driver license.

All employees of the City of Santa Monica are designated by both State and City ordinance to be "Disaster Service Workers." In the event of a declared emergency or any undeclared emergency or natural disaster that threatens the life, health and/or safety of the public, employees may be assigned to assist rescue and relief workers. Such assignments may be in locations, during hours and performing work significantly different from the employees' normal work assignments and may continue through the recovery phase of the emergency.
