|
Under general direction, to administer an intergovernmental Joint Powers Authority that provides centralized employee relations services under a Joint Powers Agreement to San Francisco Bay Area member public jurisdictions.
Completion of the Supplemental questionnaire is required. Applications submitted without the supplemental questionnaire will be rejected. |

Typical Tasks:
|
Assumes full administrative and supervisory responsibility for all consortium operations. These entail the performance of a variety of employee relations services on a centralized basis, which include: compensation surveys and analysis; analysis of labor contracts, including the development of trend data; maintenance of a documents library; legal and legislative research; and consultation on contract negotiations and administration, job classification and personnel/employee relations rules.
Plans, implements and manages all programs consistent with directions of the Executive Board and County policies.
Evaluates services and develops means for improving systems, methods and personnel utilization and performance. As appropriate, institutes such improvements or recommends their adoption.
Directly participates in the performance of services to consortium members and to non-members contracting for services on an as-needed basis.
Recruits new members and develops programs to increase utilization of services by other public jurisdictions throughout the Bay Area.
Prepares and administers the Service budget, insuring that sufficient revenues are generated to meet current and future expenditure levels.
Maintains close liaison with all member agencies, appropriate non-member agencies and applicable public and private organizations. Represents the Service at meetings and on programs sponsored by other organizations.
Functions as staff to the Service's Executive Board, Management Committee and other committees.
Establishes and administers operating policies, rules and procedures.
May perform legal and legislative research.
Maintains and develops web-page and data security;
Maintains a current knowledge of website development practices, applications and basic technology; |

Employment Standards:
|
Sufficient education and experience to satisfactorily perform the duties of this classification. A typical qualifying background would be possession of a Bachelor's degree from an accredited college or university in personnel administration, labor relations, public administration or a closely related field; and eight (8) years of increasingly responsible professional labor relations and personnel experience in classification, compensation and job analysis, including at least two years in a supervisory or administrative capacity.
Experience with a local government agency is highly desirable. Experience in website development is also desirable.
Possession of a valid, State of California Driver's license prior to appointment.

Administrative principles, techniques and trends;
Applicable laws;
Computer applications;
Principles of website development and management.
Ability to:
Effectively administer all operations of the Bay Area Employee Relations Service.
Plan and manage a web development program that has inter-governmental impact.
