| Under general supervision, perform local and regional transportation studies; analyze and recommend transportation measures that mitigate impacts to the county maintained transportation system created by new development. | ||
| Distinguishing Characteristics: | ||
| Positions are assigned to the Department of Public Works and are distinguished from other planning positions in that they are principally concerned with the administration of the County’s Regional Transportation Development Mitigation Program. Transportation Analysts assess the impact new development has on traffic congestion and make recommendations on developer fees and congestion relief measures. Modify and update local area transportation plans, the transportation development mitigation program and the general plan. This is the entry level of the series. Under general supervision, carries out planning projects of moderate complexity with minor guidance or assistance. |

| Examples of Duties: | ||
| Duties may include, but are not limited to, the following: 1. Plans projects funded by regional and local transportation development mitigation fees; maintains transportation project priority lists and monitors capital improvement plans for regional and local transportation development mitigation programs. 2. Compiles cost estimates for projects listed in the County’s regional and local transportation development mitigation program; coordinates with engineers, planners and surveyors in developing cost estimates for each project. 3. Writes and prepares competitive funding applications for transportation projects; monitors and recommends project programming funding alternatives from a variety of transportation funding streams; facilitates coordination and communications between program managers. 4. Assesses the impact annexations, growth projections, zoning, development patterns, and general plan updates have on transportation requirements and recommends updates to the regional and local transportation development mitigation program as needed. 5. Responds to inquiries from the Board of Supervisors, management, other County departments, and other divisions within the Department of Public Works regarding regional transportation development mitigation programs. 6. Prepares a variety of reports, including annual and biennial reports with major updates to the Regional Development Mitigation Program as mandated by the San Bernardino County Congestion Management Agency (SANBAG). 7. Develops and maintains development mitigation program project maps for each regional program city sphere of influence and local area transportation facilities plan. 8.
