Under general supervision, reviews telephone systems requirements for users and recommends the installation and/or modification of telephone equipment and services; performs related duties as required.

 Distinguishing Characteristics:
This class is characterized by the responsibility for evaluating requests for additional or modified telephone services in existing facilities and for reviewing new facility requirements and making recommendations.

Telephone Service Specialists report to Telephone Service Supervisor which is responsible for overall planning and coordination of telephone services. It is further distinguished from the Communications Technician Series by the latter's responsibility to perform the repair, maintenance and installation of a variety of telecommunications systems and equipment.

 Examples of Duties:
Duties may include, but are not limited, to the following:

1. Reviews telephone service requests from user departments, and coordinates as necessary with Communications Division staff, vendors, and telephone companies; may recommend alternative equipment choices to achieve more efficient, cost effective systems utilization.

2. Plans new or modified telephone installations; estimates initial and recurring costs; coordinates modifications and installations of customer terminal equipment; conducts studies of customer needs and usage to optimize the use of equipment.

3. Confers with representatives of user departments, telephone companies, vendors and Communications staff to assess telephone requirements, costs, services, and current technological developments.

4. Investigates complaints, and takes remedial action to resolve billing, service discrepancies and other problems.

5. Assists the Telephone Service Supervisor in the planning, implementation and changes of customer terminal equipment.

6. Coordinates with County departments, cities, and telephone companies on the installation, maintenance, and operations of 9-1-1 emergency telephone service; provides agencies with 9-1-1 procedural information; maintains the County's Master Street Address Guide (MSAG) database file.

7. Provides user training regarding equipment and services.

8. Prepares reports, studies, recommendations and related material; assists in preparing equipment lists and specifications.

9. Provides vacation and temporary relief as required.

Experience:
Two (2) years (within the last five (5) years) of telecommunications experience with primary responsibility for planning, programming, troubleshooting, implementing and recommending computerized telephone switching systems that included voice mail (Call Pilot and Symposium experience is desirable).
