Under direction, supervise a section and staff of the Department of Transportation/Flood Control or the County’s Waste Systems Division; perform difficult engineering work or independently discharge a specialized engineering function within a division; perform related duties as required.

 Distinguishing Characteristics:
Positions in this class are characterized by supervisory responsibility for engineering projects related to flood control facilities, solid waste management, highway, traffic, and land development projects after receiving instructions as to the general results.

This class is distinguished from Public Works Engineer IV by the latter's responsibility to manage a functional division.

 Examples of Duties:
Duties may include, but are not limited to the following:

1. Plan, schedule, assign, supervise and evaluate the work of engineers and technicians engaged in major activities of public works projects and civil engineering; participate in hiring and other personnel actions. Oversee the more responsible and difficult engineering studies and problems; prepare or review final specifications and agreements for unique or special situations.

2. Perform as resident engineer on construction projects and supervise the work of inspectors on construction projects or subdivision inspection; interpret plans and specifications and submit change orders modifying the contract to cover changes in design or recommend subdivision plan changes to the Land Development Division.

3. Receive requests for installation or modification of traffic control devices; recommend the approval or denial of such requests to the Traffic Safety Committee, participate in committee deliberations, and prepare reports to the Board of Supervisors.

4. Review and supervise the review of subdivision and other plans for adequacy of road, flood control or grading proposals; check for compliance with state and County code requirements; confer with contractors, engineers and developers; make recommendations for modification to plans, receive changes and recommend acceptance of final plans.

5. Prepare and supervise hydrologic studies; interpret and evaluate hydrologic data for use in design criteria; coordinate and develop hydrologic programs related to design, construction and operation of projects.

6. Develop plans and compile annual revenue and expenditure estimates, cost analysis, progress reports, research, or special studies.

7. Analyze materials, soils and testing data for designing roadway structural sections, retaining walls, and bridge foundations.

8. Analyze, evaluate and reconcile property surveys and title problems related to the acquisition of real property; supervise the preparation of legal descriptions and documents including applicable mapping.

9. Conduct utility investigations; coordinate utility relocations with utility companies, determine prior rights, negotiate for utility relocation and review payment of relocation costs.

10. Prepare or direct the preparation of legal documents, resolutions and agreements as required by legislation to establish development and assessment fees.

11. Investigate damage sites of claims, maintain a file of claims, make recommendations on the disposition of claims, act as a liaison with legal firms and may represent the department in civil suits and small claims actions.

12. Assist in preparation of annual division budget request. Recommend expenditure requests for some or all accounts. Write justifications and may assist division head in budget hearings.

13. Participate in review and granting of applications for overweight load permits; prepare, review, and maintain necessary records, technical reports and correspondence.

14. Represent the division at various public and inter agency coordination meetings; meet with general public to determine problem areas and explain various County ordinances, rules, procedures and regulations. May appear in court

15. Participate in establishment of division policies and procedures concerning internal office procedures and other related matters; coordinate unit activities with other sections; issue requests for surveying, materials testing, and right of way acquisitions to meet project requirements.

16. Provide vacation and temporary relief as required.

 Supplemental Information:
Incumbents must possess an Engineering in Training (E.I.T.) certificate issued by the National Council of Engineering Examiners. Some positions require that incumbents possess registration in the State of California as a civil engineer.

PHYSICAL DEMANDS
Sitting, walking, standing, bending, squatting. Requires fine manipulation in both hands. Continuously reaches or works below the shoulder level. Must frequently demonstrate near vision and occasionally demonstrate far vision. Occasionally required to lift and carry 10 pounds or less.

WORKING CONDITIONS
Required to drive a County vehicle. Occasionally works near equipment and machinery on rough, uneven, rocky, or slippery surfaces. Occasionally exposed to dust, gas, toxic materials, noise, and extremes in temperature or humidity. Continuously works inside and occasionally works outside. Occasionally uses specialized protective equipment or clothing.

 Minimum Requirements:
Education:
Completion of forty-five (45) semester or sixty-eight (68) quarter units of completed college coursework from an accredited university in civil engineering, engineering construction technology, or a closely related field, of which thirty-five (35) semester or fifty-three (53) quarter units must be upper division (third or fourth year) courses. College coursework completed outside the United States must submit an equivalency report from an accredited credential evaluation service.

Experience:
Three years of progressively responsible civil engineering experience.

Certificate:
Must be registered as a Professional Civil Engineer in the State of California.

Substitution:
A Master of Science in Civil Engineering (MSCE) from a university accredited by the Accreditation Board for Engineering and Technology (ABET) may substitute for one year of the required experience. An additional five years of qualifying experience may be substituted for the upper division coursework portion of the educational requirement.
