Under direction, performs work involved in the analysis, design, modification, implementation and maintenance of the County's Communication Network; performs related duties as required.

 Distinguishing Characteristics:
This class is assigned to the Network Management Section of the Communications Services Division of the Department of Information Services. It is characterized by the responsibility for the analysis, planning and implementation of all components of the County's telecommunication system.

 Examples of Duties:
Duties may include, but are not limited to, the following:

1. Analyzes current and historical service levels, traffic patterns and feature usage, and recommends and implements software changes/upgrades to maximize efficiency.

2. Projects and analyzes user needs and developments in the telecommunications industry and develops means of accommodating future system demands.

3. Conducts comparative and cost analyses of system expansions and enhancements; formulates short and long term plans; designs network topology and develops specifications and works with contractors to implement same.

4. Evaluates the cable plant and recommends strategies for optimizing existing lines without major plant expansion.

5. Studies overall switch and microwave alarm patterns and determines methods for averting patterned outages.

6. Evaluates system reports and develops cost effective recommendations to improve service delivery and system reliability.

7. Maintains and examines network history logs and alters network operations modes for the purpose of conducting performance studies.

8. Plans strategic and tactical disaster recovery survival scenarios based on different threat levels.

9. Assists with the preparation of the Network Management budget; compiles equipment and materials lists and projects costs.

10. Ensures that adequate replacement parts are kept in network equipment inventory for repairs and anticipated changes.

11. Develops and controls security mechanisms to ensure against unauthorized access to the network and control equipment.

12. Maintains records and prepares and submits reports and correspondence as required by immediate supervisor.

13. Provides vacation and temporary relief as required.

 Minimum Requirements:
Education:
Thirty (30) semester (45 quarter) units of completed college level coursework in telecommunications engineering, computer science, electronics or a closely related field from an accredited college or technical school.

Experience:
Three (3) years of experience working in a large multi-switch ESN/CDP/ISDN, infrastructure environment, which included responsibility for network design, maintenance and upgrades. An equivalent combination of training, education, and experience may be considered.
