| Distinguishing Characteristics: | ||
| Incumbents in this class are assigned responsibility for administering, implementing and maintaining all direct treatment services in a mental health program and planning, establishing and directing mental health contract services for a general program area. Mental Health Program Managers II typically report to a Deputy Director, the latter characterized by general administrative direction over a major division providing comprehensive mental health treatment programs for the mentally ill. |

| Examples of Duties: | ||
| 1.Plan, organize and administer a program for the direct treatment of mental disorders; develop and implement policies and procedures to ensure efficient and effective treatment services. 2. Supervise, select, assign, and evaluate a multi disciplinary clinical staff providing treatment services; take disciplinary actions as necessary. 3. Analyze statistical data; assure that work standards are adhered to; advise and make recommendations on clinic problems. Review selected treatment plans, case histories, and therapeutic techniques of clinic staff to ensure that patients are receiving correct and adequate diagnosis and treatment; advise clinic supervisors on mental disorders and make recommendations regarding specific treatment problems. 4. Prepare the program budget and exercise fiscal control over treatment programs and contract facilities. Monitor cost effectiveness of all program components and recommend expenditures for ongoing programs and/or program expansion. 5. Gather and analyze data pertaining to community mental health needs; develop treatment programs, including types of services to be provided and methods of delivering services. 6. Negotiate contracts; evaluate performance and outcomes and advise contract agencies on therapeutic modalities and clinical techniques. 7. Coordinate with other government, educational and private agencies to promote mental health and provide and encourage use of services. 8. Speak to community and professional groups, state and other government agencies to inform them of programs and needs of the target population, and to encourage support and funding. 9. Coordinate with other County programs; participate in departmental meetings to assist in the development of policies, procedures, and program objectives. 10. Prepare correspondence and reports. 11.
