| Distinguishing Characteristics: | ||
| Positions in this class are distinguished by their responsibility as staff program consultants and/or specialists in difficult, complex assignments including those which require additional certificates; or by performing duties of a generalist nature with lead responsibility, or responsibility for a geographically separated office. This class is distinguished from the Environmental Health Specialist III by the latter's responsibility for a specialized program, and by the degree of knowledge, experience, creativity and level of supervision. |

| Examples of Duties: | ||
| Duties may include, but are not limited to, the following: 1. Conducts inspections and investigations for compliance with applicable laws and regulations in such specialized areas as dairy farms, milk and food processing plants, sewage disposal, and industrial complexes. 2. Conducts inspections to enforce the Mobilehome Parks Act, State Housing Law, State Health and Safety Code, Organized Camp Law, State Department of Corrections Regulations, and the California Uniform Retail Food Facility laws and the Swimming Pool Act as applied to institutions and Bed and Breakfast facilities. Coordinates with other jurisdictions and County departments for joint inspection and enforcement activities. 3. Writes, reviews and revises emergency contingency plans and disaster preparedness plan; serves as departmental liaison with other agencies on planning and response; develops and directs emergency and disaster preparedness training; develops and implements a public awareness program regarding the department's role in disaster situations. 4. Reviews and approves commercial food and recreational water facility plans for compliance to Health and Safety Code; performs site inspections during construction; provides technical assistance to developers and contractors during the design and construction of such facilities. 5. Monitors and inspects hazardous and infectious waste generators, underground storage of hazardous substances, and handlers of such materials for compliance with codes and regulations. Monitors radiological equipment locations. 6. Monitors sites for illegal or improper disposal of hazardous or infectious materials, using correct sampling techniques. Responds to and conducts investigations of release of hazardous/toxic materials. Assesses spills and directs contractors in containment and clean up activities. 7. Performs or directs technical staff in maintenance of all Inter Agency Haz Mat Response equipment. 8. Reviews and participates in field verification of Risk Management and Prevention Plans required by AB3777. 9. Designs and implements special sampling and trapping programs for the control of disease vectors. Determines response to outbreaks of vector epidemics. 10. Directs and participates in inspections of commercial poultry ranches for fly control and compliance with codes and ordinances. 11. Directs and participates in inspections of landfills, other waste facilities, and collection and transportation vehicles for violations of health codes. 12. Develops and implements a training and certification program for testing, repairing, and maintaining backflow prevention assemblies. Implements and enforces cross connection control codes, regulations and policies. Establishes and directs a program to survey cross connection controls on water user premises and public water supply systems. 13. Initiates and conducts studies of groundwater contamination and plume flow modeling; performs field analyses of water to determine compliance with contaminant limits; conducts investigations and studies of groundwater quality/management to establish hydrogeological information for specific groundwater basins or subareas. 14. Conducts investigations, collects evidence, documents violations, and confers with supervisor when court action is indicated; prepares cases for court or hearings; appears as expert witness for the County; acts as Probation Officer when assigned by the court. 15. Monitors complaints related to all environmental problems within a geographic area to facilitate proper agency action. Confers with other agencies or departments with jurisdiction over complaints and assists those departments in obtaining compliance. 16. May be responsible for the operation of a geographically separated office, serving as the department's representative and environmental consultant in that area. 17.
