Positions in this series, depending upon work assignment, perform a variety of assignments which require interpreting and implementing environmental and health laws and regulations; provide informational services to the public; perform related duties as required.

 Distinguishing Characteristics:
This is the first fully qualified, registered working level. Under general supervision, positions in this class are assigned generalist duties in a broad area or may be assigned specific duties in a narrow functional area. Incumbents perform less difficult duties, which do not require the levels of knowledge, and expertise, which characterize the next higher class of Environmental Health Specialist II, and lack lead and consulting responsibilities.

 Examples of Duties:
Duties may include, but are not limited to, the following:

1. Inspects and investigates food handlers, water recreation facilities, mobile home parks, schools, hospitals, correctional institutions, and organized camps for compliance with health and safety laws and regulations.

2. Investigates citizen complaints related to environmental health problems; conducts preliminary surveys in suspected cases of water, food, vector, or mosquito borne illness.

3. Inspects and investigates alleged environmental violations for compliance with existing laws and regulations; documents violations; reviews alternatives, attempts to secure compliance through persuasion, education or issuance of "order to comply".

4. Confers with supervisor when court action is indicated; prepares cases for court or hearings; advises other agency departments on preparation of court cases; may appear as an expert witness in court; acts as Probation Officer when assigned by the court.

5. Monitors complaints related to all environmental problems within a geographic area to facilitate proper agency action; confers with other County departments when complaints involve laws administered by those departments and assists in obtaining compliance.

6. Answers questions, provides information and assistance to the public in person, by phone, and in writing.

7. May act as liaison with other departments, public agencies, and businesses.

8. Prepares necessary correspondence and reports.

9. Provides vacation and temporary relief as required.

CERTIFICATION:
Must possess and maintain a valid certificate of registration as an Environmental Health Specialist issued by the State of California Department of Public Health (CDPH).
