Under general supervision, performs technical engineering duties in the field or office; performs related duties as required.

 Distinguishing Characteristics:
Positions in this class are characterized by standardized assignments of average complexity requiring a good understanding of technical engineering practices and procedures. Incumbents at this level are assigned complete projects that are generally smaller in size and/or less complex, and are expected to perform all functions necessary to arrive at a finished product. Methods of performing tasks are outlined in general terms with incumbents generally responsible for scheduling and completing their own work.

This class is distinguished from the class of Engineering Technician IV in that the latter is assigned responsibility for the completion of the larger more complex projects.

 Examples of Duties:
1. Prepares detailed and precise final maps, construction drawings and preliminary plans of highway and flood control facilities from sketches or rough copy; drafts plans and profiles, cross sections, topographic features, geometric alignments, and structural detail drawings; calculates earthwork and material quantities, traverses, geometric alignments and prepares preliminary construction cost estimates. Under close supervision, may perform limited design work for grading plans, curb and gutter, geometric alignments, road detours or similar projects.

2. Conducts title and property ownership research related to acquisitions; initiates requests for field survey of property to obtain additional information; prepares legal descriptions and various legal documents relating to real property; drafts precise right of way maps; calculates bearings, distances and areas.

3. As a member of survey field crew, measures distances and bearings; sets up and operates various survey instruments, such as levels, transits, theodolites, and electronic distance measuring devices; takes notes, makes and checks calculations; assists crew members in setting monuments, locating points and setting up equipment. Under training conditions, or for short periods of time, assumes duties of survey party chief.

4. Installs and services various instruments for recording rainfall, streamflow, water depth and volume; records data from such instruments for use by flood control district; performs routine maintenance adjustments and repair of water measuring equipment and components. Conducts hydrology, hydraulics and complex drainage studies; prepares drainage and flood control maps, charts and reports.


5. Takes samples of soil and construction material at job site or mix plants, performs various standard tests in the field or lab following established procedures to ensure compliance with standards and specifications; conducts routine chemical and bacteriological tests using standardized procedures to determine incidence of contamination or abnormal condition of fresh or waste water; makes calculations, keeps notes, and reports test results; may perform routine contract inspection duties, such as curb and gutter or grading.

6. Researches, compiles, analyzes and interprets property valuations, revenue versus expenditure figures, census and other demographic data; responds to public requests for information obtained from aerial photos and plots new flights.

7. Performs school zone and speed zone studies; investigates, photographs, or videotapes, and analyzes traffic safety hazards; performs routine plane table surveys for view obstructions. Applies departmental policies and procedures in making recommendations for corrective action. Logs road segments for location of maintenance boundaries; spots for pavement marking and striping crews; reviews road segments for elevation standards and for horizontal and vertical alignment; assists in preparing topographic plans of road segments and intersections. Calculates traffic indexes, design designations, and signal warrants.

8. Conducts field reviews and assists professional engineers in identifying practical problems.

9. May temporarily act as a lead worker and/or assist in the supervision of a team of technicians engaged in any of the above assignments.

10. Provides vacation and temporary relief as required.

 Minimum Requirements:
Engineering Technician:
EDUCATION:

Successfully completed high school level coursework in algebra, geometry, or trigonometry and possession of High School Diploma or GED.
EXPERIENCE:
Two (2) years of technical civil engineering experience which included the application of civil engineering formulas, theories, and practices to the construction, design, and inspection of public works projects.
SUBSTITIUTION:
Fifteen (15) semester or twenty-three (23) quarter units of completed college coursework from an accredited university in civil engineering, engineering construction technology, or a closely related field may substitute for one year of the required experience.

Surveyor Technician:
EDUCATION:

Successfully completed high school level classes in Algebra, Geometry, and Trigonometry.
EXPERIENCE:
Two years performing field surveying or possession of the Land Surveyor in Training Certificate issued by the Board of Professional Engineers and Land Surveyors.
