Under general direction, manages a functional engineering division through subordinates; supervises the work of a professional and technical engineering staff; and performs related duties as required.

 Distinguishing Characteristics:
This class is characterized by its responsibility to provide administrative direction and perform complex engineering duties. It is distinguished from Chief Public Works Engineer in that the latter has administrative responsibility for two or more divisions involved in a variety of engineering activities which involves more diversified responsibility including additional size and scope of operations.

 Examples of Duties:
Duties may include, but are not limited to, the following:

1. Plans, organizes, directs and reviews the work of professional engineers and technicians; assists in the more difficult engineering and planning issues. Writes and signs performance evaluations. Makes hiring and disciplinary decisions. Identifies training needs.

2. Supervises professional engineers and technicians engaged in preparation of drawings, specifications and estimates related to the construction and maintenance of a wide variety of engineering projects including bridges, channels, roads, retaining walls, levees, storm drains, and water spreading facilities.

3. Plans and directs the scheduling of right of way engineering work and location of public facilities; serves as liaison between the Department and utility companies and other entities.

4. Represents the Department at public meetings; and makes presentations as appropriate.

5. Receives and reviews plans for proposed improvements and land development projects prepared by Department, public and private entities; considers economic and environmental impact of projects; and makes recommendations as appropriate.

6. Prepares and administers annual division budget; prepares justifications for items included in the budget.

7. Coordinates activities of other County departments and divisions, contracting agencies, municipalities, and governmental agencies.

8. Formulates development and assessment fees. Assists County Counsel on legal reviews and ballot issues concerning such fees.

9. Establishes and implements procedures for assigned division using County, and other government policies and procedures as guidelines.

10. Arranges for advertisement of projects and open contract bid proposals.

11. Negotiates and prepares agreements between the County and public agencies.

12. Conducts or supervises and directs subordinates engaged in conducting studies pertinent to divisional activities; prepares or supervises the preparation of comprehensive reports.

13. Receives complaints from the general public regarding field operations; explains situations and may offer remedies.

14. Prepares or supervises the preparation of reports, records, and other documents.

15. Provides vacation and temporary relief as required.

Incumbents must be registered as a Civil Engineer in the State of California.

PHYSICAL DEMANDS
Frequent sitting, occasional walking, standing, bending, squatting. Requires fine manipulation in both hands. Continuously reaches or works below the shoulder level. Must frequently demonstrate near vision and occasionally demonstrate far vision. Occasionally required to lift and carry 10 pounds or less.

WORKING CONDITIONS
Required to drive a County vehicle. Occasionally works near equipment and machinery on rough, uneven, rocky, or slippery surfaces. Occasionally exposed to dust, gas, toxic materials, noise, and extremes in temperature or humidity. Continuously works inside and occasionally works outside. Occasionally uses specialized protective equipment or clothing.

 Minimum Requirements:
Education:
Completion of forty-five (45) semester or sixty-eight (68) quarter units of completed college coursework from an accredited university in civil engineering, engineering construction technology, or a closely related field, of which thirty-five (35) semester or fifty-three (53) quarter units must be upper division (third or fourth year) courses. 
College coursework completed outside the United States must submit an equivalency report from an accredited credential evaluation service. APPLICATIONS WILL NOT BE CONSIDERED COMPLETE AND WILL NOT BE PROCESSED UNTIL EQUIVALENCY REPORT HAS BEEN RECEIVED.


Experience:

Five years of civil engineering experience, which must include five years directing and supervising professional and technical personnel, project management from the planning phase through the design and construction phases, and interacting with the public and government agencies.

Substitution:
A Master of Science in Civil Engineering (MSCE) from a university accredited by the Accreditation Board for Engineering and Technology (ABET) may substitute for one year of the required experience. An additional five years of qualifying experience may be substituted for the upper division coursework portion of the educational requirement.

License:
Must be licensed as a Professional Civil Engineer in the State of California.
