Under general direction, plan, organize, and direct a major division of the Department of Child Support Services; may act for the director during absences; performs related duties as required.

 Distinguishing Characteristics:
Positions in this class are characterized by responsibility to administer and direct through subordinates the case intake, establishment, enforcement, policy, compliance, training, outreach, technology, and administration of the Department of Child Support Services countywide, ensuring compliance with all applicable Federal, State and County mandates.

Positions report to and are distinguished from the Director of Child Support Services, by the latter’s overall responsibility for the countywide program operation and policy determination.

 Examples of Duties:
1. Recommend new and revised program and department goals, policies, procedures, and methods; provide consultation and interpretation of policies and procedures to subordinate managers and supervisors.

2. Analyze management reports and operational data; conduct program audits, assessments, and internal reviews. Ensure compliance with federal and state laws, monitor the quality and effectiveness of programs.

3. Determine staffing, space and other division needs; recommend and implement plans to ensure those needs are met.

4. Prepare board agenda items for division responsibility. Represent the department before the Board of Supervisors, as necessary.

5. Supervise through subordinates a large and/or varied staff. Evaluate work and write and sign performance evaluations. Participate in personnel decisions, including hiring and disciplinary actions.

6. Consult with department staff in responsible area where advice or assistance is required or requested, resolving problems as needed.

7. Facilitate and/or conduct various studies of department systems, procedures, policies and practices. Coordinate the implementation of adopted recommendations.

8. Prepare detailed reports, correspondence and other documents.

9. Serve as a member of the senior management team.

10. Provide vacation and temporary relief as required.

In addition to those duties listed above the following duties, will also apply specific to program responsibility:

DEPUTY DIRECTOR -OPERATIONS

1. Plan, organize and direct through subordinates at multiple branches, the establishment and enforcement of child support obligations, including case intake, administrative and judicial establishment and enforcement, and case maintenance.

DEPUTY DIRECTOR -POLICY, COMPLIANCE, TECHNOLOGY

1. Plan, organize and direct the performance of major department programs; e.g., State and Federal policy implementation, training, quality assurance, public outreach, performance reporting, ombudsman program, complaint resolution, and technology utilization and liaison.

DEPUTY DIRECTOR -ADMINISTRATION

1. Plan, organize and direct all centralized administrative and support services for the department, including accounting, claims, procurement, contract administration, billing, property management, and payroll. Formulate and implement policies and procedures for the department.

2. Direct the processing (receipt and distribution) of child support payments received by the Department. Prepare or direct the preparation of daily and monthly accounting reports in compliance with Federal, State and County financial reporting requirements.

3. Direct preparation of the department budget, including review, revision and consolidation of division budgets; review and decide on requests for budget deviations; present, explain and defend the budget to various officials.

4. Perform an analysis of financial requirements, revenues and expenditures, projections, and long term capital project financing methods and sources. Prepare or direct the preparation of monthly budgetary reports.

5. Direct the monitoring and control of all expenditures and receipts, including preparation and submission of all County reimbursement claims to State and Federal agencies; coordinate and negotiate resolution of fiscal audits of the department. Develop and coordinate new procedures for compliance with Federal, State and County financial reporting requirements.

 Minimum Requirements:
Education:
Thirty (30) semester (45 quarter) units of completed college coursework in public or business administration, administration of justice, behavioral/social science, English, math or humanities, half of which must be upper division units. OR A Bachelor's degree, or higher, in one of the qualifying fields listed above.

Experience:
Two (2) years of experience managing staff responsible for establishing/enforcing child support obligations OR three (3) years of program management experience that included responsibility for budget and staff administration.
