Positions in this series direct and supervise the preparation of design plans and specifications for the construction or remodel of County owned buildings, parks, airports, roads, utility infrastructure and a variety of other capital projects; administer and manage construction contracts; and perform related duties as required.

 Distinguishing Characteristics:
Positions in this class work under general direction with full responsibility for the management of small, medium and large capital projects through programming, design, construction and occupancy; and have immediate responsibility for the timely completion of these projects within budget constraints.

 Examples of Duties:
Duties may include, but are not limited to, the following:

1. Manage smaller scale projects, such as paving, striping and sealing of county parking lot areas; may also oversee the roofing of county facilities.

2. Prepares requests for proposals; assists in the development of selection criteria of architectural/engineering firms; supervises the preparation of construction documents to ensure technical objectives and specifications of plans are in compliance;

3. Ensures departmental needs of quality, acceptable standards and economic cost constraints are met; monitors for consistency with master planning requirements.

4. Estimates expenditures such as design and engineering fees, consultant fees, contractor costs, and material and labor costs; analyze construction bids to identify lowest responsible bidder and recommend the selection of a contractor to the Board of Supervisors.

5. Monitors the work of construction contractors on County facilities to ensure compliance with plans, specifications, building codes and that materials and workmanship meet acceptable industry standards.

6. Administers construction contracts; negotiates special agreements, change orders, time extensions and modifications of contract agreements; monitors progress, recommends payments, and ensures contract compliance during warranty period.

7. Confers, coordinates with, and advises officials regarding facility construction projects; represents the County as technical advisor; conducts feasibility studies as required.

8. Prepares precise progress reports, schedules, and Board of Supervisors’ agenda items, including change orders requiring approvals.

9. Provide vacation and temporary relief as required

Registration in the State of California as a Professional Architect or Engineer (civil, mechanical, structural) is desirable, but not required.

 Minimum Requirements:
Option 1:
Bachelor’s degree or equivalent in architecture, engineering, or construction management AND two (2) years performing professional engineering duties related to project management, which involved design, procurement and construction of building facilities
OR
Option 2:
Associate of Arts degree AND four (4) years of progressively responsible experience performing professional engineering duties related to project management, which involved design, procurement and construction of building facilities
OR
Option 3:
Six (6) years of progressively responsible experience performing professional engineering duties related to project management, which involved design, procurement and construction of building facilities.
