| Distinguishing Characteristics: | ||
| Positions in this class are characterized by assignment of duties which require considerable knowledge of technical engineering methods and procedures. Incumbents are assigned the responsibility for completion of the larger and/or more complex projects or a significant phase of the most difficult projects with methods utilized left to the discretion of the incumbent. Review of work is provided upon completion or as significant problems arise. This class is distinguished from the class of Engineering Technician V in that the latter is assigned the most difficult and complex technical engineering tasks within a specific area of concentration. |

| Examples of Duties: | ||
| Duties may include, but are not limited to, the following: 1. Prepares complex right of way maps, cross section and contour maps and exhibits for real property appraisals, acquisitions, condemnations and construction project alignments from title reports, and other sources; performs research on complex problems and analyzes data for appropriateness; prepares complex legal descriptions, grant deeds, easements and other related legal documents; prepares Records of Survey from field data for recording. Calculates areas and traverses of complex land parcels. 2. Prepares preliminary plans, profiles and complex construction drawings from sketches, rough copy, or verbal instruction; designs minor structures or facilities using accepted state or county standard plats; calculates vertical and horizontal alignments, hydrologic and hydraulic equations, earthwork and material quantities, and prepares cost estimates, conducts field reviews and assists professional engineers in identifying practical problems; writes and reviews special provisions for contract specifications; may act as lead worker for a small section or team engaged in drafting of wall maps, record maps, surveyor maps and other similar maps. 3. Checks records of surveys, corner records, parcel maps and subdivision maps filed with County Surveyor for mathematical accuracy, closure, area, survey consistency, and legal conformity, and notifies submitting engineer or surveyor if errors exist; researches ownership records, survey field books, recorded documents and files for pertinent information; researches records and provides survey crews with relevant information prior to field surveys; analyzes and adjusts discrepancies in data from field survey teams and Global Positioning Satellite Units; may assume duties of party chief during vacations, extended leaves, or to meet established requirements for obtaining licensure as a Land Surveyor. 4. Checks and prepares property descriptions and boundary maps of proposed formations, annexations and unifications of special districts and municipalities for possible conflicts with lines of ownership or spheres of influence, especially in those situations where disputed boundaries or other problems are known to exist or may be expected; recognizes problem areas in proposals and brings them to the attention of superiors and staff of Local Agency Formation Commission. 5. Checks tract maps for conformance to established rules, regulations and master plans governing road and flood control easements, drainage problems and slope easements; prepares cost estimates for improvements and estimates plan check fees and amount of performance, labor, and material bonds; reviews various legal instruments for conformity to established regulations. 6. Investigates and analyzes permit applications for encroachments on rights of way; prepares necessary documents and processes permits; serves as permit inspector on excavation projects, curb and gutter work, driveway approaches, retaining walls, drainage facilities and other similar projects; inspects rock and gravel operations to enforce compliance to permitted activity; enforces conditions of permit and checks work for compliance to plans and specifications; recommends approval of completed work. 7. Assists in the performance of inspection work at moderately large and complex public works construction projects; enforces compliance with plans and specifications on assigned phases of highway or flood control projects, such as earth moving operations, placing of base materials, culvert construction, pile driving, placing or fabrication of structural steel, erection of false work and forms, and the pouring of concrete; independently inspects construction work on smaller and less complex projects. 8. Performs inspection work at subdivisions for compliance with plans and specifications on rough and fine grade, sewers, street lights, curbs and gutters, sidewalks and drive approaches, gas and water lines, utility placement, aggregate base, asphaltic concrete and seal coat, and other construction work; inspects placement and maintenance of necessary warning and related signs during the course of the project; checks compaction and enforces standards; stipulates corrections and repairs necessary before final acceptance is made; prepares reports and recommends acceptance of tract subdivisions to supervisor. 9. Conducts ongoing inspection of County maintained road system; evaluates condition of roads and makes recommendations on the repair or replacement of road segments; prepares data processing source documents for compilation of Road Sufficiency Rating Report; schedules and prioritizes traffic investigation requests; photographs or videotapes investigation sites; performs the more difficult plane table surveys for view obstructions; conducts traffic safety studies to locate high frequency accident locations and makes recommendations to correct and/or reduce accident problems; calculates traffic index to determine the surface wear and effects of traffic on a given roadway cross section over its design life; maintains speed log; prepares topographic plans of road segments and intersections. 10. Investigates, compiles and tabulates a variety of data on climatic conditions, rainfall and runoff, groundwater levels, burn damage to watersheds, and water quality. 11. Performs complex materials sampling and testing for the evaluation of the physical properties of soil or rock formations with respect to stability, settlement, shrinkage and subgrade support; calculates concrete and asphalt concrete mix design and performs various tests; performs complex analyses of fresh and/or wastewater to determine incidence of contamination or abnormal condition where established procedures may not be applicable. 12. Conducts complex drainage studies using hydraulic and hydrologic equations; prepares estimates of drainage fees and performs cost benefit analyses of supplemental funding and alternative projects; assesses and interprets aerial photos for new drainage projects and plots new flightlines; prepares complex drainage and flood control exhibits. 13. Performs duties related to project control and coordination, such as investigation and reports of damage claims, field review of projects with utility representatives to determine conflict with existing utility facilities, drafting of agreements between County and other agencies, coordinates with other agencies with respect to environmental impact of projects and assists in the preparation of environmental reports. 14. Establishes, tests and maintains linked data bases for a major engineering section or program. Coordinates programming with DIS and vendors; modifies and writes program and macros; maintains documentation. Installs and networks personal computers and computerized data gathering instruments; calibrates the instruments from a PC and resolves problems. Trains others to use hardware and software. 15. May act as lead worker for a team of technicians engaged in any of the above assignments; assigns, prioritizes, trains and reviews work of lower technicians; assists them with the more difficult problems. 16. Maintains and prepares necessary reports, records and correspondence. 17. Conducts field reviews and assists professional engineers in identifying practical problems. 18. | Minimum Requirements: | ||
| Engineering Technician: EDUCATION: Possession of High School Diploma or GED and fifteen (15) semester or twenty-three (23) quarter units of completed college coursework in civil engineering, engineering construction technology, or a closely related field. EXPERIENCE: Three (3) years of technical civil engineering experience which included the application of civil engineering formulas, theories, and practices to the construction, design, and inspection of public works projects. SUBSTITUTION: An additional fifteen (15) semester or twenty-three (23) quarter units of completed college coursework as described above OR successful completion of the Engineer-in-Training (EIT) examination may substitute for one year of the required experience. One (1) year of additional qualifying experience may be substituted for the required education. 5/19/08 Surveory Technician: PHYSICAL: Some positions require incumbents be able to physically lift up to 50 pounds, use basic hand tools, sit, walk, stand, bend, squat, kneel, twist, turn and stoop. Some employees work outside on rough, uneven, rocky or slippery surfaces. LICENSE: A valid California Class C driver license is required at time of appointment. Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance. EDUCATION: 15 semester (23 quarter) units of completed college coursework in civil engineering or a closely related field. EXPERIENCE: Three years of surveying experience. SUBSTITUTION: An additional fifteen semester (23 quarter) units of completed college coursework in civil engineering or surveying or a certificate as an engineer (EIT) or land surveyor in training (LSIT) may be substituted for one year of the required experience.
