Under direction, plan, prepare, implement, and evaluate ecological management plans and restoration projects for public and private open space lands and habitats; review and evaluate resource inventory and land use management plans prepared by the County, other government agencies, and private development interests; evaluate the environmental impacts of land development and recommend mitigation measures; and perform related duties as required.

 Distinguishing Characteristics:
This is the journey level. Positions are characterized by responsibility to survey, monitor and prepare detailed reports regarding the status of endangered and threatened species within the County for use in project planning and development. These positions are assigned to the Environmental Management Division of the Public Works Department and report to a Supervising Planner.

 Examples of Duties:
1. Conducts endangered species and general wildlife surveys; performs biological assessments and prepares reports; writes management, maintenance and operation, protection and restoration, vegetation and wildlife plans as required by environmental permits.

2. Conducts and reports on required mitigation activities; determines appropriate mitigation; develops mitigation and monitoring plans, ensures compliance, and implements the plans.

3. Conducts and documents required biological monitoring of construction activities; collects and analyzes biological data and prepares reports for Flood and Transportation projects, and Habitat Conservation Plans, prepares, collects, and consolidates all biological documentation to secure or amend existing permits issued by the various resource agencies.

4. Prepares biological relevant sections of environmental documents; prepares progress reports for all annual and ongoing Operations maintenance, department projects, and mitigation compliance; reviews and comments on environmental data contained in CEQA and NEPA documents circulated for public review.


5. Determines the need for seasonal support staff and consulting services; recruits, trains, and oversees staff. Obtains professional environmental consulting services as needed; conducts biological awareness classes for operations personnel and private contractors hired by the County.

6. Consults and negotiates with resource agencies such as the U.S. Fish & Wildlife Service, the California Department of Fish & Game, and the U.S. Army Corps of Engineers Regulatory Branch, and other government agencies to coordinate project requirements; acts as a liaison between project engineers and resource agency biologists; interfaces with biological and engineering consultants.

7. Compiles and maintains environmental database of biological reports, mitigation efforts and results; catalogs materials about County natural and open space sites.

8. Provides vacation and temporary relief as required.

 Minimum Requirements:
Education:
Bachelor's degree in the natural or environmental sciences.

Experience:
Two (2) years conducting and preparing biological assessments encompassing the identification of western birds, mammals, plants, and reptiles indigenous to the diverse regions of the Southwestern United States. Must have specific knowledge of wildlife indigenous to the County of San Bernardino and its surrounding regions.

Substitution:
An acceptable combination of relevant experience and education that provides the required knowledge and abilities will be considered.
