Under general direction, manages the local data processing and office automation functions and services for a major department/organization which has very complex, multiple systems; plans, designs, develops, and implements complex computer-based departmental information systems which operate in a Local Area Network (LAN) and/or Wide Area Network (WAN) environment; conducts systems, statistical, and quantitative/management analyses; performs related duties as required.

 Distinguishing Characteristics:
This is class is characterized by its responsibility for coordinating, planning, developing, and directing all of the data processing and computer-based office automation functions and services of an entire department with diverse and multiple information systems needs; it may supervise a small support staff. It is distinguished from the Systems Analyst and Programmer Analyst series, both of which are assigned to the Department of Information Services with responsibility for recommending, designing and developing highly complex computer systems encompassing data on the County's central computers and non-packaged distributed processing computer systems, and for networking multiple-user systems throughout the County.

Automated Systems Analyst II is distinguished from the Supervising Automated Systems Analyst series by the latter's responsibility to plan and supervise the work of analysts and technicians as a primary part of the job.

 Examples of Duties:
Duties may include, but are not limited to, the following:

1. Defines all of the data processing systems requirements performed on the County's central computers for a department/organization; identifies organizational data processing and computing needs and interprets them to DIS: designs and/or assists in designing more difficult systems, including Local Area Networks and Wide Area Networks; provides input and output requirement formats; oversees the implementation of new systems and ensures their proper operation.

2. Conducts procedural, informational and functional systems analyses for the purposes of automating systems, designing new and/or modified systems and providing statistical and quantitative data to management; identifies problem areas and performs needs assessments; performs cost benefit analysis on proposed systems.

3. Oversees the department's local computer operations; proposes and coordinates the systems configuration, which may include networking systems; develops systems edits and determines the number of fields and screens; develops access codes; determines information required of each screen; supervises or writes and modifies local application programs.

4. Interacts with DIS staff and hardware/software vendors regarding office automation technology and the department's needs; writes detailed specifications; evaluates equipment and software capabilities; performs cost/benefit analysis; makes recommendations to management.

5. Plans, assigns and reviews the work of a small subordinate staff of analysts and technicians; conducts performance evaluations and performs other personnel-related activities.

6. Serves as resource consultant for an organization on data analysis and processing, research methodology, and systems development; may document technical data descriptions; analyze program coding requirements, operator instructions, and organizational procedures.

7. Instructs and trains organizational personnel on data processing operations, including distributed and networking computer systems; establishes local procedures for adhering to computer and data security systems; resolves data processing service complaints between organizational users and DIS.

8. Prepares and reviews a variety of reports, correspondence and other documents.

9. Provides vacation and temporary relief as required.

Certificate:
Certification as Microsoft Certified Systems Engineer*, Microsoft Certified Systems Administrator* or Cisco Certified Network Administrator may substitute for requisite education. Must attach copies of certificates. (*Windows 2000 or greater preferred*).

 Minimum Requirements:

Education:
Thirty semester (45 quarter) units of completed, post high-school coursework in Information Technology.
OR
Certificate:
Certification as Microsoft Certified Systems Engineer*, Microsoft Certified Systems Administrator* or Cisco Certified Network Administrator may substitute for requisite education. Must provide copy of certificates at time of interview. (*Windows 2000 or greater preferred).

AND
Experience:
Three years within the last five years supporting Microsoft networked desktops, maintaining and supporting networking functions, supporting and upgrading servers, and one year supervising or leading lower-level computer technicians or acting as the primary network administrator for an organization supporting at least 25 users.

Technology Skills Required: Six months experience with at least three of the following:

  • MS Windows 2000/XP Pro/Vista 
  • Microsoft SQL Server 2000/2005
  • Microsoft Systems Management Server
  • Microsoft Internet Information Server
  • Microsoft ISA Server
  • MS Windows Server 2000/2003

Note: One additional year of qualifying experience may substitute for the required education or certificate.
