Distinguishing Characteristics:
|
Code Enforcement Officer is a single class with two salary levels that recognize the degree of complexity associated with the programs and/or assignments. Incumbents’ positions are flexibly assigned so that level movement may occur at the discretion of the appointing authorities; and after the incumbent demonstrates the ability to consistently contribute at the required level. Level criteria is as follows:
Level I: developmental and exhibiting performance level. Working under general supervision, incumbents learn and apply the required body of knowledge and/or perform fundamental, homogeneous, routine code enforcement operations where solutions require a simple choice among related and established procedures.
Level II: journey performance level; the targeted competency and performance level expected of all Code Enforcement Officers. Working under minimum supervision with broad direction performs the full-scope of complex and technical code enforcement activities both in the office and the field. Successful performance requires working knowledge of all departmental code enforcement programs’ interrelated codes, policies, procedures and goals. Level II differs from Level I in that incumbents in Level II exercise a higher level of independent judgment and discretion consistent with Department policies and procedures. The final product may be reviewed upon completion with regard to technical soundness and appropriateness. Incumbents at Level II work alone in the field.
Senior Code Enforcement Officer: advanced-journey level. Assignments involve difficult, sensitive and/or highly technical code enforcement issues performed consistently over time (as opposed to one-time or infrequently); and/or provide lead oversight to three or more lower level staff on a regular and recurring basis. Working under general direction, successful performance requires a comprehensive knowledge of all departmental code enforcement programs’ interrelated codes, policies, procedures and goals.
Supervising Code Enforcement Officer is the series’ supervisory class. Under general direction, incumbents’ primary function is to provide first-line direct supervision to rotational teams of code enforcement officers. Incumbents participate in inspections and investigations to ensure compliance with housing, zoning and abandoned vehicle codes and requirements. |

Duties may include, but are not limited to, the following:
Applicable to all classes and levels:
• Monitors and/or inspects new and existing residential, commercial, industrial properties and hazardous conditions to ensure compliance with State and municipal laws, codes, and ordinances.
• Responds to complaints; locates and interviews appropriate parties to gather legally acceptable information and facts relating to alleged violations.
• Conducts field investigations and observes conditions to verify facts indicating violations.
• Issues correction notices and/or citations for violations or non-compliance to persons responsible for conformance.
• Utilizes automated on-line systems to collect, analyze and record code violation data.
• Prepares correspondence, reports of investigations, and other required documentation for use by administrative and/or judicial authorities supporting civil actions and/or criminal prosecutions.
• Testifies in court and at administrative proceedings.
• Manages assigned caseload; updates and maintains automated and manual investigations records and files.
• Conducts follow-up activities to monitor and ensure compliance; prepares requests for legal documentation and remedies
• Represents the County at hearings and public meetings.
• Answers general inquires and provides informational literature regarding applicable codes, ordinances and regulations; billings; and appeals.
• Acts as resource and mentor regarding code enforcement programs; resources and contacts; operational application of practices, precedents and tools; and related problem resolution activities.
• Perform related duties as assigned.
Senior Code Enforcement Officer specific duties:
• Performs the most difficult, sensitive and highly technical field and office work, investigations, specialized enforcement and inspections, studies, and reviews to ensure compliance with codes and ordinances.
• Serves as a lead worker and functions as a resource specialist as needed.
• Distributes and balances the workload among employees, keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities.
• Provides training and guidance for other staff in specific tasks and job techniques and makes available written instructions, reference materials and supplies.
• Amends or rejects work not meeting established standards, refers to supervisor questions or matters not covered by standards and problems in meeting performance standards.
• Resolves simple informal complaints of staff and refers others to supervisor.
• Makes suggestions to supervisor, as requested, concerning promotions, reassignment, training needs, disciplinary problems, recognition of outstanding performance, and other personnel needs.
• May develop comprehensive public information programs and services regarding departmental operations and compliance issues.
Supervising Code Enforcement Officer specific duties:
• Investigates and solves operational, programmatic and human resources problems related to the work supervised.
• Assigns, directs, reviews, and evaluates staff and team performance.
• Plans and carries-out staff training and cross-program development.
• Recommends selection, promotion, status changes, performance awards, disciplinary actions, separations, and other personnel actions.
• Plans, schedules and coordinates work operations; assists with program budget requests; identifies and drives efforts to streamline and improve policies and procedures.
• Assists and works with neighborhood advisory groups.

Senior Code Enforcement Officer specific abilities:

Minimum Qualifications:
|
Code Enforcement Officer (Level I)
Either:
One year of full-time public contact experience requiring persuasive communications; searching source documents; and interpreting, explaining, and applying codes, ordinances, and policies related to regulatory laws and/or health and safety laws;
-and-
Satisfactory completion of nine college-level semester (or 13.5 quarter) units with a grade of C or better in writing, reading and mathematics courses.
Or:
Satisfactory completion of 21 college-level semester (or 31.5 quarter) units with a grade of C or better in business, civil, or criminal law; public/business administration; engineering; construction; planning; or other courses directed related to the class.
Code Enforcement Officer (Level II)
Either:
One year of experience in the Sacramento County class of Code Enforcement Officer (Level I).
Or:
One year of experience in a public sector environment performing difficult, sensitive, and technical zoning enforcement, vehicle abatement, building inspection, environmental health inspection, code enforcement or related activities.
Senior Code Enforcement Officer
Either:
Two years of experience in the Sacramento County’s class of Code Enforcement Officer (Level II).
Or:
Two years of journey level experience in a public sector environment performing technical zoning enforcement, vehicle abatement, building inspection, environmental health inspection, code enforcement or related activities.
Supervising Code Enforcement Officer
Either:
Two years of experience in the Sacramento County’s class of Senior Code Enforcement Officer.
Or:
Four years of advanced-journey level experience in a public sector environment performing difficult, sensitive and highly technical zoning enforcement, vehicle abatement, building inspection, environmental health inspection, code enforcement or related activities. Two of the four years must have been in a lead capacity; or one of the four years must have been in a supervisory capacity.
SPECIAL REQUIREMENTS
Licenses and Certificates
Applicable to all classes and levels: Failure to obtain and maintain the appropriate licenses and certificates may constitute cause for disciplinary action and termination. Individuals who do not meet these requirements will be reviewed on a case-by-case basis
• California Driver’s License, class C or higher is required prior to appointment
• Penal Code (PC) 832 Certification or equivalent is required within 12 months of appointment
Physical Requirements
