About the position:
Under direction, the Business/Citizen Assistance Representative (Level I/II), researches, analyzes and evaluates federal, state and local environmental laws and regulations and determines applicability to various businesses. Provides technical assistance to the business community on applicable environmental regulatory compliance and permitting requirements as well as consults with businesses on solutions to environmental problems or issues (including air quality, hazardous materials/waste, solid waste, wastewater, and storm water regulatory requirements). Positions may also be required to assist in investigating and resolving complaints and disputes by acting as an ombudsman for the business community as well as coordinate work efforts and solutions with other departments or regulatory agencies.

 Employment Standards:

Minimum Qualifications:

Possession of a Bachelor’s degree from an accredited college or university in Environmental Policy Analysis, Environmental Science, Planning, Business Administration, Communications, or a related field.

And

Level II: Three years of experience in regulatory analysis for the purpose of planning, compliance, or instruction of others.

Or: Three years of administrative experience in facilitating and implementing changes in organizational structure, policies and procedures which required an understanding of technical issues.

Level I: Two years of experience in regulatory analysis for the purpose of planning, compliance, or instruction of others.

Or: Two years of administrative experience in facilitating and implementing changes in organizational structure, policies and procedures which required an understanding of technical issues.

Note: The word “experience” referenced in the minimum qualifications means full-time paid experience unless the job announcement states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

License Requirement: Possession of a valid Class C driver’s license at the time of appointment. Failure to maintain the appropriate valid California Driver’s License required constitutes cause for termination from the class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.

Probationary Period:

The probationary period for this classification is six (6) months.

Testing Process

Minimum Qualifications – To be accepted into the testing process, the information submitted on the application must clearly demonstrate that the applicant meets the required minimum qualifications by the cut-off date. Applicants meeting the minimum qualifications by the final filing date will advance to the next testing phase – the Training & Experience Evaluation Exam.

Formula Rate (Training & Experience Evaluation) Exam – The evaluation of the candidate’s relevant experience, education and training, as shown in response to the Training & Experience Evaluation supplemental questions, weighted 100%. A panel of subject matter experts will only evaluate the responses to the Training & Experience Evaluation supplemental questions in this job announcement. All candidates successful in the testing process will be notified by mail of their score and ranking and placed on the eligible list in rank order. The rank is determined by the test score attained from the evaluation of the candidate’s responses to the Training & Experience Evaluation supplemental questionnaire.

Note: Responses to the Training & Experience Evaluation supplemental questionnaire must be submitted by 5:00 p.m. on the cut-off date in order to be evaluated.
