THE POSITION

The County of Riverside’s Records Management and Archives Program (RMAP), seeks creative archives/records professionals interested in long-term opportunities to building a good governmental records program into an exceptional program. We currently have robust records center operations, and a well established reformatting division that includes microfilming, and imaging. Our immediate goal is to enhance our current services to all County departments to ensure the full spectrum of county records are handled most appropriately and cost effectively. Our long range strategic vision is to integrate archives management into the County’s records practices, such as developing records retention schedules with “point-of-creation” appraisal strategies and integrating preservation practices to (paper and electronic) records and files management.

The relative salary ranges of these positions are as following:

Archives/Records Analyst II $52,146.85 – $67,989.38 Annually
Archives/Records Analyst I $39,597.38 - $51,593.36 Annually

Appointments will be made at a level appropriate to the qualifications and experience of successful candidates and offers may be above the entry step of a class for a candidate with more than the required minimum qualifications. The County offers a competitive benefits and retirement package.

EXAMPLES OF DUTIES

• Assist in planning, developing, and implementing archives and records management program goals, policies, and procedures.

• Develop and revise procedures within established policies and guidelines to accomplish goals and objectives.

• Review, evaluate, and recommend improvements in organization, assignment of work, and operating procedures through personal inspection, and consultation with program staff, outside agencies, consultants, and other public and governmental officials.

• Support program compliance with legal, policy, and procedural requirements including relevant national standards and best practices.

• Resolve, or assist in resolution of, personnel, technical, and other problems referred by subordinate staff.

• Provide policy, procedural, and technical advice on archives and records management issues to County agencies.

• Support and implement projects and provide professional support for records systems.

• Develop and maintain records retention schedules including researching legal and regulatory requirements and business needs.

• Facilitate access to archival materials by accessioning incoming materials and assigning control numbers; preparing inventory lists; and entering information regarding the description, content and location of holdings into a data base, using proper format and codes.

• Assist County agencies to comply with approved records retention schedules and monitor and report on compliance.

• Support the provision of electronic access to retention schedule data and keep current.

• Train staff in archives and records management practices and procedures.

• Develop and implement methods to compile statistics regarding the use of archives and records management services.

• Establish arrangement plans to organize archival materials.

• Develop and edit finding aids describing the content and scope of archival materials.

• Develop and edit agency histories to assist in understanding archival materials.

• Make decisions on appropriate holdings maintenance preservation techniques to apply to archival materials and supervise staff in applying them.

• Perform more complex preservation or processing of archival materials.

• Provide standard and complex reference services to users of archival materials.

• Ensure compliance with approved retention schedules.

• Update computerized and manual indexes and procedures as needed to reflect changes and revisions.

• Review records for compliance with retention schedules and for adherence to procedures and standards.

• Represent the archives and records management program in professional organizations by presenting papers and serving on committees.

• Prepare reports as required.

• Assist in compiling annual budget requests.

• Assist in personnel selection.

• Perform special projects as assigned.

TYPICAL QUALIFICATIONS

Education Requirements

Certification as an Archivist (C.A.) or Records Manager (C.R.M.)

OR

Archivist/Records Analyst II – Graduation from an accredited college with a Master’s degree in Archives and Records Management, Library and Information Science, Business or Public Administration, Computer Science, Information Management, or a closely related field.

Archivist/Records Analyst I – Graduation from an accredited college with a Master’s degree in Archives and Records Management, Library and Information Science, Business or Public Administration, Computer Science, Information Management, or a closely related field. Provisionally certified archivists are encouraged to apply to this level; incumbents enrolled in a master’s degree will be considered for the position. A successful candidate will be asked for proof of certification 18 months after starting the position.

AND: Experience

Archivist/Records Analyst II – Two years of experience as an Archivist/Records Analyst I in Riverside County or 3 years of related experience in archives and records management, equivalent to that of County of Riverside’s Archivist/Records Analyst I.

Archivist/Records Analyst I – Archives, records management, preservation, and reformatting principles, theory, methods, and best practices; records and information appraisal; archival processing and preservation; records appraiser, scheduling, housing, reformatting and disposal practices; office application software, familiarity with records management applications; ANSI/AIIM standards for micrographics, reformatting best practices (i.e. quality standards); federal and state requirements affecting record keeping functions.
