Under general supervision, to plan, develop, and produce audiovisual programs for educational, public information, and training purposes; to perform professional and technical work involved with production activities; and to do other work as required.

A Media Production Specialist is responsible for the production of videotape and other audiovisual programs covering a variety of topics and formats. Assignments require consultation and coordination with staff at various organizational levels on a wide variety of specialized or technical subjects.

 Examples Of Essential Duties:
• Plans, develops, and produces audiovisual programs for educational, public information and training purposes; consults with management, training, and technical staff to determine the goals and objectives and the content and format of planned audiovisual programs.

• Conducts subject matter research in order to collect and determine information of most importance to intended audience; develops script materials including scene progression, action sequence, dialogue, narration, and sound effects.

• Prepares estimates of production expenses and maintains accurate records of such expenditures; develops production schedule and makes arrangements for field locations, equipment, and personnel.

• Arranges for the use of other production facilities such as public television studios, cable studios, or private production services when necessary.

• Performs or supervises production activities such as casting, staging, directing, lighting, and camera work.

• Performs or supervises post-production work such as editing, sound recording, dubbing and mixing, special effects, titles and graphic, narration and duplication of completed programs.

• Operates video and sound recorders and other production and editing equipment; performs routine maintenance and minor repair work on audiovisual equipment; cleans and repairs films as necessary.

• Participates in the distribution of completed programs to other health agencies and educational institutions.

 Recruiting Guidelines:
Education: Graduation from an accredited college with major coursework in Communications, Telecommunications, Broadcasting, Media Arts Technology, Instructional Media Technology, or a directly related field. (Additional qualifying experience may be substituted for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)

Experience: One year of experience in the design and production of audiovisual media programs including the writing of scripts and script outlines, and the use of a variety of audiovisual production and editing equipment.

Knowledge of: Audiovisual program planning and development, including techniques of subject matter research, development and use of scripts, formatting and visualization of ideas and scheduling the use of equipment, personnel, and locations for production; communication theory related to audiovisual presentation; techniques, materials, and equipment used in the production of audiovisual programs including still and motion photography, staging, lighting, directing, sound and videotape recording, and editing; the operation, capabilities, limitations, and maintenance of a variety of professional level audiovisual production equipment.

Ability to: Plan, develop, and produce audiovisual programs in accordance with defined objectives; read and understand technical materials of varying degrees of complexity and incorporate such information into audiovisual formats; write scripts and script outlines including dialogue, narration and production schedules; operate audiovisual production equipment such as still cameras, video cameras and recorders, audio mixers and recorders, editing systems, video and audio tape duplicating equipment, lights and reflectors, and other equipment used in order to produce titles, special effects, or graphics on video tape; estimate time, cost, personnel, and equipment requirements for audiovisual productions; analyze audiovisual communication and production problems, devise workable solutions, and take effective courses of action; establish and maintain cooperative and effective working relationships with those involved in the production of audiovisual programs.

 Other Requirements:
License/Certificate: Possession of a valid California Driver's License may be required.

 Pre-Employment:
All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment).

 Probationary Period:
As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.
