Under general direction, to develop, implement, maintain and supervise a comprehensive communications, and media production program; evaluate requests for audio visual productions; plan, develop and initiate communications and media projects; develop and manage budgets; and other work as required.

The Media and Communications Unit is a section of the Human Resources Department. The incumbent in this single-position class reports to the Human Resources Division Manager II of the Recruiting and Selection Division, and is responsible for the overall administration, supervision, and coordination of media productions and communications for the Department.

 Examples Of Essential Duties:
• Plans, assigns, and supervises the work of subordinate staff; coordinates public outreach activities; produces newsletters and other communications.

• Originates and researches highly technical and complex media program topics; plans media program content.

• Prepares and negotiates contracts and memoranda of understanding with other county departments/agencies, other public agencies and outside organizations to produce video programs, media productions, and related educational and training materials.

• Develops budgets and cost estimates for clients; negotiates contracts and memoranda of understanding with other jurisdictions for media productions; develops and controls departmental operating budgets.

• Designs and coordinates all aspects of media productions; directs the technical and artistic development of television and multi-media presentations including artwork, narration, dialog, sound effects, and music.

• Plans production schedules; selects and directs the cast, narrators, and other personnel involved in media productions; edits or supervises the editing of media and communications materials.

• Recommends the purchase of departmental equipment.

• Acts as a consultant to management regarding public relations and marketing.

 Recruiting Guidelines:
Education: Graduation from an accredited college with major coursework in communications, telecommunications, broadcasting, media arts technology, instructional media technology, or a directly related field. (Additional qualifying experience may be substituted for up to two years of the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

Experience: Three years of experience producing documentary and/or education video programs which included scriptwriting, production planning, directing and editing. Six months of this experience must have included the marketing and distribution of video programs.
Knowledge of: Principles of supervision and training; media design techniques; production principles and techniques including sound recording, television, still and motion photography, scriptwriting, staging, lighting, and editing; developing and marketing of media programs and communications; basic electronic theory.

Ability to: Assume leadership and provide creativity in the planning, writing and directing of media productions and communications; act independently in converting ideas and concepts into an effective combination of audio and visual impression; develop innovative solutions to complex communications problems; effectively communicate verbally and in writing; establish and maintain cooperative working relationships with management staff, other county departments/agencies, outside organizations, and the public; evaluate the effectiveness of video and communication productions.

 Other Requirements:
License/Certificate: Possession of a valid California Driver's License may be required.

 Pre-Employment:
All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment).

 Probationary Period:
As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.
