Under direction, to assist the Nurse Manager in planning, organizing, directing and evaluating nursing services of specific unit(s) at the Riverside County Regional Medical Center (RCRMC); or to assist the Program Director, Manager and their assistants at the Department of Public Health (DOH). Depending on assignment, to act for the RCRMC Nurse Manager, or the DOH Program Directors, Managers and their assistants during absences or as directed; and to do other work as required.
Depending on assignment, this class serves as the supervisory assistant either to the RCRMC Nurse Manager or to the DOH Program Directors, Managers or their assistants; assisting in the overall supervision and coordination of operations and programs within specific nursing or public health units. The scope of responsibilities of the RCRMC Assistant Nurse Manager spans all aspects of nursing care, 24 hours per day, for multiple inpatient nursing units or high volume out patient units. The DOH Assistant Nurse Managers are responsible for all assigned aspects of public health branches, departments and programs. |

Examples Of Essential Duties:
|
• Supports the RCRMC Nurse Manager or the DOH Program Chief, Director or Manager and his/her assistants in planning, coordinating, and supervising the work of nursing personnel for multiple nursing units, programs or departments; acts for Nurse Manager or program management during absences or as directed.
• Evaluates or assists in evaluating the performance of subordinate personnel; assists in the scheduling of personnel and approving their time cards; assists in the coordination of in-service educational programs and staff meetings; assists preceptors in developing unit orientation programs for new nurses or program staff.
• Assists in the development of policies and procedures, standards of care and practice, and in the monitoring of nursing care in relation to those standards to assure compliance with JCAHO, Title XXII, and other regulatory standards such as those required by RCRMC, DOH or public health program grants; advises staff on the interpretation and application of agency policies and public health laws and regulations.
• Assists in preparing administrative records, reports and correspondence related to budget and unit or program operations.
• Promotes reliability in the acuity classification of patients and serves as a working charge nurse or supervisor as needed to meet staffing requirements.
• Promotes collaboration among other departments, units, programs and physicians; represents assigned unit(s) or programs in committee meetings; addresses local groups on public health matters. |

Recruiting Guidelines:

Experience:
OPTION I
RCRMC Assignments: Three years of experience as an Acute Care Nurse or Clinic Health Nurse or equivalent, at least one year of which included charge or senior level responsibility. For those positions located in outpatient facilities, three years of supervised experience as a registered nurse (RN) or interim permit nurse involved in the continuing treatment of clients in a non-acute health care facility may be substituted for the required experience. A Bachelor's degree in nursing may be substituted for one year of the required experience.
DOH Assignments: Three years of full time RN experience, at least one year of which was in a senior or leadership nurse capacity and one year was in Community Health Nursing. A Bachelor's Degree in nursing is preferred.
OPTION II
RCRMC Assignments: One year of experience as a charge nurse, Registered Nurse IV or V or an equivalent supervisory position in a health care facility.
DOH Assignments: One year of experience as a senior nurse, Public Health Nurse IV or V or an equivalent supervisory position in a Community Health Agency or Department of Health or two years of full time supervisory nursing experience in any health care facility. A Bachelor's Degree in nursing is preferred.
Knowledge of: Application of the nursing process; full range of registered nurse duties and responsibilities; principles and methods of supervision and training; basic management skills; problem solving techniques.
Ability to: Plan, organize, supervise and evaluate nursing services on specific unit(s); communicate effectively; positively manage change and conflict; interpret licensure and accreditation standards; analyze and draft department policies and procedures; apply productive problem solving skills; write clear and concise reports; perform registered nurse or public health nurse responsibilities according to the State of California Nurse Practice Act; implement the nursing process. |

Other Requirements:

License/Certificate: Depending on assignment, must possess and maintain a current valid license to practice as a Registered Nurse or Public Health Nursing Certificate in the State of California.
A valid California driver's license may be required of some positions in this class. |

Pre-Employment:

Probationary Period:

| As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head. |
