|
Under direction supervision, to conduct a variety of routine investigations in support of the enforcement of land use ordinances; related code provisions; and to do other work as required.
Incumbents in this class are characterized by responsibility for the more routine, shorter duration code enforcement investigations. Their role is functionally subordinate to the Code Enforcement Officer and unlike the Code Enforcement Officer; they do not issue citations or make presentations before the Board of Supervisors.
The Code Enforcement Technician is distinguished from the Code Enforcement Aide in that the Aide does not do field investigations. |

Examples Of Essential Duties:
|
• Drive-by investigations where the technician can observe storage of wrecked, dismantled and inoperable vehicles.
• Conduct initial and follow-up inspections/investigations pertaining to environmental enforcement, including, but not limited to, water quality, air quality, and habitat conservation inspections and/or cases.
• Maintenance of junkyards in residential neighborhoods.
• Unfenced and unsupervised swimming pools.
• Illegally occupied and unpermitted mobile homes and recreational vehicles.
• Illegally parked vehicles in spaces designated for disabled persons.
• Advises violators of ordinance requirements on-site inspections and seeks to gain voluntary compliance.
• Takes photographs and necessary measurements, gathering all pertinent facts from the parties involved.
• Maintains records of inspections and enforcement efforts.
• For cases involving non-compliance with required corrective action, assists Code Enforcement Officer if needed.
• Performs follow-up actions as needed to ensure compliance.
• Receives complaints and provides public with information regarding land use, zoning building, and housing codes and regulations. |

Recruiting Guidelines:
|
Knowledge of: State laws and municipal and County Codes and ordinances governing land use, zoning, and related code provisions; techniques of fact finding, related to code and ordinance enforcement; the elements of planning and zoning theory.
Ability to: Understand, interpret, and apply basic laws, ordinances, rules, legal descriptions, maps legal documents, and regulations in specific situations; follow oral and written instructions; operate photographic and office equipment; obtain information and evidence by on-site inspection and interviews; establish and maintain effective working relationships; prepare clear, concise, and accurate reports; uses personal computer software and accesses centralized information systems to retrieve and enter data.
Experience preferred: One year of experience in a directly related field to code enforcement such as law enforcement, building inspection, zoning, planning, or a comparable position in a governmental agency.
Education: Graduation from high school or attainment of a satisfactory score on a GED exam, or possession of a Certificate of Proficiency issued by the California State Board of Education. Course work directly related to code enforcement including; administration of justice, land use, planning, building and safety, civil engineering, zoning, or public administration maybe substituted for up to six months of experience on the basis of 22 quarter units/15 semester units equal to six months. |

Other Requirements:

License/Certificate: Possession of a valid California Driver's License.
Possession of P.O.S.T. approved P.C. 832 certification within one year of employment. |

Pre-Employment:
|
| All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment). |

Probationary Period:
|
| As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head. |
