Under supervision, positions in this series receive and refer applicants' cases for California Children Services (CCS) medical services and benefits; review for eligibility by medical authority; determine residential and financial eligibility for California Children Services (CCS) benefits; coordinate and monitor appropriate services, benefits, and costs in the provision of California Children Services medical care; perform specialized work relating to case processing activities; and perform other duties as required.

California Children Services Technicians are specialists in the requirements, regulations, procedures and funding criteria of the CCS medical care program for children. Incumbents serve as members of the CCS case processing team in coordinating, monitoring, and providing medical benefits and services within restricted time frames and by approved service providers. The CCS Technician is responsible for case processing services which include: (1) intake and processing of referrals, (2) initiation of eligibility review by medical authorities and the determination of residential and financial eligibility; (3) case openings, preparing service authorizations for medical eligibility, and maintenance and closing of case records; and (4) claims processing.

Positions in this series are distinguished from other clerical classes by the independence and responsibility for conducting the full span of the CCS case process, by the interpretive skills and interchange of assignments among four divisions of the CCS case process, and by responsibility in authorizations for medical services as authorized by medical staff, and care authorized and provided through California Children Services regulation process.

The CCS Technician I differs from the Trainee class in that the CCS Technician I is the first journey level. Incumbents work under close supervision and are expected to perform routine assignments in one or more of the four units of the CCS case process. Incumbents assigned to the Trainee class are expected to promote to the I level upon successful completion of a training period and by satisfactory job performance in and knowledge of the development of basic and chronological case processing.
This is the first journey and an allocated class in the California Children Services Technician series.

Incumbents work independently, while receiving close supervision including audit or review of work, in the routine performance of one or more areas of case development; caseload volume is increased over that of the trainee. Appropriate cross training in other areas and assignments (units) of the CCS case process is also received in preparation and development for assignment to the full span of the CCS program, all four areas of assignment, and advancement to the CCS Technician II class.

 Examples Of Essential Duties:
• Intake CCS referrals; conduct interviews with prospective client families.

• Explain and interpret program purpose, rules and regulations to the public and to callers.

• Determine family's ability to pay for part of services needed (assessment/enrollment fees) based upon financial data; obtain personal, family, insurance and financial data required; recommend payment for medical care and treatment.

• Ensure that service providers are CCS approved.

• Communicate and work with physicians and other health care providers having questions about the CCS program, client service authorizations, proper billing procedures, payment of claims and other concerns.

• Initiate and follow-up in assessment and/or enrollment fee reimbursement plans.

• Process accounts receivable (assessment and enrollment fees and provider reimbursements)

• Transmit claim for issuing of a warrant for payment.

• Maintain necessary case records including medical and therapy reports, service authorizations, claims, correspondence.

• Enter required and appropriate log notes and information received into chart and case file.

• Verify codes and fees listed correspond to the authorized medical service and corrects codes if needed.

• Make referrals to other appropriate community resources as necessary.

• Provide and perform coding entries in case records according to the International Classification of Diseases and types of service.

• Consults with supervisor or medical staff when required by program guidelines or when advice is needed.

 Recruiting Guidelines:
Knowledge of: Modern office practices, including report and correspondence preparation; Filing and record keeping techniques; Effective interviewing; Data entry or use of computers; Medical terminology; Standard medical nomenclature and the international system of classification of diseases particular to CCS eligible medical conditions; Basic rules and regulations governing eligibility and California Children's Service program; Issues requiring referral to social service staff; Standard office procedures and practices; Goals of public social service agencies, hospitals and health care facilities.

Ability to: Learn, interpret, and apply policies and regulations pertaining to CCS; Interview and obtain personal, family, and financial information; Gather data, record, and evaluate data necessary for determining medical, residential, and financial eligibility for CCS benefits; Identify problems requiring referrals to other department staff or community resources; Make basic arithmetical computations; Establish and maintain effective working relationships with a variety of individuals; Review medical reports and abstract medical information; Organize work and maintain systematic, detailed and accurate records; Deal with the public and professional medical personnel.

Experience: OPTION I

Satisfactory performance and completion of experience as a California Children's Service Technician Trainee;

OR OPTION II

Considerable clerical, technical, or interviewing and decision-making experience in a medical setting; in an employment, disability insurance, worker's compensation, health service, or a social service agency; or with an insurance firm,

OR OPTION III

Education: Completion of 60 semester/90 quarter units at a recognized college including at least 15 semester/18 quarter units in one or more of the following: medicine, social welfare, sociology, social/human services, other behavioral sciences.

 Pre-Employment:
All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment).

 Probationary Period:
As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.
