Class Title: ELIGIBILITY TECHNICIAN I

Positions in this series, under supervision, determine initial and continuing eligibility for one or more public social service assistance programs in accordance with established procedures; perform complex and specialized eligibility work such as evaluation, investigation, and justification of eligibility determinations; refer applicants and recipients who appear to be in need of social services to the appropriate social work staff members; and perform other duties as required.

Incumbents participate in Eligibility Technician Induction Training and may be assigned to pre-class duties in a district office. Incumbents must meet induction training standards in order to retain employment status.

This position differs from the Eligibility Technician II classification in that incumbents in the Eligibility Technician I receive close supervision, including audit of work, and caseload volume is gradually increased. Appropriate training is also received in preparation for advancement to the Eligibility Technician II classification. Incumbents may promote to the journey level Eligibility Technician II classification at any time during probation by successfully performing all duties of an Eligibility Technician II for three consecutive months. Incumbents must be promoted to Eligibility Technician II before the probationary period ends in order to retain employment.

 Examples Of Essential Duties:
• Initially participates in Eligibility Technician Induction Training consisting of formalized class training and on-the-job training which would give instruction to learn the typical duties performed by the journey level classes.

• Interviews applicants for and recipients of one or more aid categories to assist them in the completion and clarification of the application and declaration forms upon which eligibility decisions are based; conducts such interviews in the Department of Public Social Services or in private homes, hospitals, nursing homes, and other locations outside of the Department; obtains pertinent information concerning such items as income, property, other financial resources, and financial obligations/debts from applicants and recipients; obtains additional information to resolve discrepancies in the applications and declarations by telephone, correspondence, or personal interviews.

• Determines eligibility in accordance with established procedures; dictates or records information for case records.

• Interprets program regulations and other pertinent material to applicants, recipients, and the general public.

• Computes amount of grant authorized and perform other similar required computations.

• Prepares and maintains other documents associated with the eligibility determining process.

• On the basis of observation, or of needs expressed by applicant orally or in specified locations on the applications and declaration forms, refers all applicants and recipients who appear to need social services to designated social work staff members after completing the appropriate referral forms.

 Recruiting Guidelines:
Knowledge of: Interviewing and record keeping techniques; standard office procedures and practices.

Ability to: Interview effectively in a variety of settings; Accurately gather, record, and correctly evaluate data necessary for the determination of eligibility for various public assistance programs; Correctly interpret the rules and regulations; Speak and write effectively; Maintain accurate and systematic records, establish priorities and meeting deadlines.

OPTION I

Experience: Two years of general or specialized office experience comparable to Riverside County's Office Assistant series or Community Services Assistant, Health Services Assistant, Social Services Assistant and Probation Assistant classification.

OPTION II

Education: Completion of 60 semester/90 quarter units at a recognized college including at least 15 semester/18 quarter units in one or more of the following: social welfare, sociology, social/human services, other behavioral sciences, business/public administration.

OPTION III

Experience: Two years of experience involving responsibility for interviewing or decision-making in a clerical capacity or higher in a personnel office, employment, unemployment, disability insurance, worker's compensation, or social security offices, hospitals, physician's offices, insurance firms, social service agency or similar agency.

 Other Requirements:
License/Certificate: Possession of a valid California Driver's License may be required for some positions.

 Pre-Employment:
All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment).

 Probationary Period:
As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head.
