This class is the first working level of engineering technician and is characterized by the assignment of a variety of sub-professional civil engineering or land surveying work requiring some degree of skill and judgment. |
|
Examples Of Essential Duties:
|
ENGINEERING:
• Makes topographic, cross-sectional, and profile drawings and maps using manual or computer aided techniques; prepares preliminary construction drawings and tracings from survey notes and other materials; indexes and files maps, drawings, and other engineering records.
• Takes and prepares field samples for laboratory analysis of a variety of soils, aggregates, concrete mixes, and other materials being used for construction projects.
WASTE DISPOSAL: Under direction of Principal Engineering Technician or supervising Engineer:
• Assists in preparing technical reports on solid waste landfill sites, including availability of cover material, expected life, effect of run-off, access, and ecological impact.
• Participates in sampling, inspection, monitoring and construction of gas collection systems, including flare stations and gas-to-energy systems, and ground/surface water monitoring systems at landfill sites. Also participates in air quality sampling.
• Assists site engineer in survey support of daily landfill construction.
• Assists in construction inspection for public works construction projects.
FLOOD CONTROL:
• Performs field or laboratory physical tests of soils and other materials; conducts traffic census surveys, special traffic counts, signalization studies, radar speed checks, and traffic movement studies.
• Field checks roads for needed signals, signs, markings, and legends and updates inventory; gathers field data and makes calculations relating to stream flow, precipitation rates, and water quality.
• Operates current metering and other hydrologic data equipment.
• Tabulates and analyzes data collected and prepares reports.
• May assist in inspection of construction projects.
SURVEYING: Under close supervision, performs a variety of field and office sub-professional surveying work.
• Field Duties: Works as head chain and rod worker on a survey crew, measuring and recording distances and elevations; performs level and simple transit work; sets stakes and monuments.
• Serves as instrument technician on a trainee or relief basis; cleans and cares for instruments and tools; checks survey truck to ensure it is fully stocked and equipment is in order; prepares simple field notes.

Recruiting Guidelines:
|
Experience: Two years of sub-professional civil engineering experience; College level courses in civil engineering or closely related subjects such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may be substituted for the required experience on the basis of 12 semester or 18 quarter units equaling one year of experience.
Valid certificate of registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may be substituted for two years of sub-professional engineering experience.
Knowledge of: Elementary algebra, geometry, and trigonometry as they apply to engineering; manual and automated drafting techniques; survey principles and methods; the principles and methods of materials testing, hydrography, and traffic control.
Ability to: Make accurate engineering computations; follow oral and written directions; prepare clear and accurate diagrams and drawings from field notes and rough sketches; make a variety of soils and materials tests; perform survey field work, tabulate and analyze data and prepare reports; learn techniques of manual and automated drafting; maintain effective working relations with others. |

Other Requirements:
|
License/Certificate: Possession of a valid Class C California Driver's License or a Class B California Driver's License may be required for some positions in this class.
For those positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a (DOT) mandated alcohol and drug screening records check. Reference checks from former DOT regulated employers are also required. (A positive test or refusal to test during the past two (2) years will disqualify an applicant from consideration for County employment). Applicants for safety-sensitive positions must submit an H-6 Department of Motor Vehicles (DMV) driving history before hire.
Employees in safety-sensitive positions are subject to DOT alcohol/drug testing on a random basis or for reasonable suspicion. |
|
Pre-Employment:
|
| All employment offers are contingent upon successful completion of both a pre-employment physical exam, including a drug/alcohol test, and a criminal background investigation, which involves fingerprinting. (A felony or misdemeanor conviction may disqualify the applicant from County employment). |
|
Probationary Period:
|
| As an Approved Local Merit System, the County of Riverside requires all new regular or seasonal employees to serve an initial probationary period, the duration of which is indicated in the applicable Memorandum of Understanding, County Resolution, or Salary Ordinance. Temporary and Per Diem employees serve at the pleasure of the agency/department head. |
