The County of Riverside has an extraordinary opportunity available now for a County Finance Director.
Under the direction of the County Executive Officer (CEO) and the Assistant CEO, the County Finance Director is the Chief Financial Officer and will control and direct the development, implementation, and maintenance of the Riverside County budget and various financing programs. This includes financing capital improvements and insurance programs, providing staff support to the County Bond Debt Advisory Committee, CORAL (County Asset Leasing Corporation) and various Joint-Powers Authorities of which the County is a member, and negotiating City/County Redevelopment Cooperation Agreements. The position will also advise and assist the County Executive Officer in establishing funding priorities, determining service levels, and allocating budget resources. Additionally, the incumbent will perform specialized administrative assignments of county-wide significance and supervise Deputy County Executive Officers and analysts assigned to the development, review, and monitoring of the County budget and various financing programs.
The County Finance Director will operate out of the Executive Office and occupy a high profile and critical position within County governance. The successful candidate will not only be a leader, but also an open minded collaborator with the ability to think creatively. He/she must have professional presence, be diplomatic and decisive. In a time of unprecedented economic challenges, the County Finance Director will be faced with difficult decisions, will make strategic recommendations, and will need to possess the agility to work with challenging departments and stakeholders. Integrity, maturity and political savvy are essential to the County Finance Director's success.
The County's core business includes law enforcement, prosecution, probation, parks, community development, public works, public health, public social services, the County hospital, fire, housing, employment and administrative services. Riverside County has nearly 19,000 employees across more than 45 departments and agencies. The 2009/2010 budget established approximately $5 billion in appropriations for the County. The County's leadership consists of the five members of the Board of Supervisors who serve as both the legislative and executive branches of the County government. They are elected by district, on a non-partisan basis, to four-year staggered terms. The Board appointed CEO oversees the day-to-day activities of the County's agencies and departments.

This position has been deemed eligible for the Executive Performance Recognition Plan as set forth under Article 3, Section 311(A) of the County Management Resolution.

Examples Of Duties:
|
• Supervises staff of the Budget/Finance Division in performing highly specialized financial functions; prepares the County budget; develops financing systems and strategies for county programs; acts as the liaison in budgetary matters with other agencies, taxpayer organizations, and other citizen groups; counsels departments on budgetary and administrative problems; instructs new employees in the County budget processes.
• Develops long-range fiscal planning programs, including economic forecasting and analyses; maintains and improves upon systems for projecting County financial resources and requirements; directs all capital financing projects involving the County; directs the liaison efforts, regarding County financial matters, between the department and advisory committees; coordinates financial planning for all programs considered by the Board of Supervisors; develops financing programs and monitoring systems for equipment and capital improvement projects; consults with financial advisors on capital financing projects.
• Coordinates site acquisitions, and the planning and construction of County buildings and facilities of assigned capital projects; instructs new employees in procedures used in capital projects and site acquisitions; establishes the need for and controls the development of capital projects; develops and recommends policies and procedures for city redevelopment agency agreements.
• Performs budgetary and administrative assignments for County departments; performs difficult analytical studies of organizational structures, systems, procedures, policies, practices, and techniques.
• Proposes administrative policies, organizational structures, and procedures, and reviews and amends final recommendations and reports; studies statutory requirements relating to the operation of assigned County departments and recommends more efficient ways of compliance, and the possible reinterpretation or amendment of certain requirements; develops and installs staffing control procedures and requests for additional staffing. |

Typical Qualifications:
|
Education: Graduation from an accredited college or university with a Bachelor's degree in accounting, economics, public or business administration or a closely related field.
Experience: A minimum of five years experience in administrative analysis, budget analysis, and the development of financing programs. Experience in California government is highly desired.
Knowledge of: The principles and practices of governmental budgeting, public sector finance, and accounting with particular reference to performance budgeting; the principles of public administration and personnel management; the techniques of administrative and governmental accounting; the laws relating to the financial administration of county government; modern office methods and procedures; the dynamics of staff-line relationships.
Ability to: Plan and coordinate the analysis, review, and preparation of the entire county budget; analyze and review the financial practices of county departments; apply statistical methods in the analysis of management methods and problems; recognize problems and develop effective solutions; devise and effectively prepare and present reports and recommendations; evaluate and edit reports and recommendations; establish and maintain effective working relationships with the Board of Supervisors and department heads; represent the County effectively and negotiate with representatives of committees, and other agencies and firms; supervise and evaluate the work of professional staff. |
