This position is Executive/Unclassified and serves at the will of the Appointing Authority. City residency must be established within 12 months of appointment. This position will remain open until filled. The purpose of the class is to provide professional financial services, advice and consultation to City administrators and elected officials. The class is responsible for managing the tax administration, collections, accounting, accounts payable, payroll, risk management, debt management, and treasury services of the City. The class researches and formulates long range goals for the organization; develops policy and position papers and negotiates with chief administrative officer and/or elected officials. The City of Richmond seeks highly qualified candidates for the position of Director of Finance to manage the administration, operations, policy development and strategic planning of the department. The individual's assigned duties are as follows: - Acts as financial consultant to the City Council, Mayor, Chief Administrative Officer, Chief Administrative Officer’s staff, and other Directors and management on fiscal and budgetary issues.
- Develops capital project financing plans; issues notes and/or bonds for same.
- Directs and manages the City’s Department of Finance, with approximately 120 employees and a budget of $8 million, including the City’s administration and assessment of all local government taxes and business licenses, collections, delinquent collections, tax enforcement, tax audit, accounts payable, payroll, accounts receivable, general accounting, financial reporting, financial systems administration, debt administration, tax policy, risk management, and treasury functions (including investments).
- Attends, participates in and contributes to the agenda of formal and informal City Council meetings.
- Researches and prepares routine and special program and fiscal reports. Develops tax policy.
- Responds to inquiries regarding City fiscal issues initiated by the City Council, Mayor, Chief Administrative Officer, other City or County employees, citizen groups, task forces, special committees, the general public, or the media.
- Represents the City on various Boards, Commissions, and Authorities.
- Attends professional and/or technical seminars and conferences. Serves as financial liaison to city authorities, boards, commissions.
- Recruits, trains, supervises, and evaluates personnel within assigned areas of responsibility.

Qualifications, Special Certifications and Licenses:
|
Requires Bachelor's degree in business, finance, economics, accounting, public administration, or any related field. MBA or MPA preferred. Requires ten years of progressive accounting or auditing experience. Administration of local government taxation at a management level and experience with the issuance of financing instruments such as General Obligation or Revenue Bonds preferred. Certified Public Accountant preferred. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
