The purpose of the class is to coordinate administrative, financial and accounting services for the City of Richmond. This class is responsible for planning, organizing, implementing and directing the financial and accounting activities of the City of Richmond and reports directly to the Director of Finance. The class plans, organizes, and implements programs within major organizational policies; reports progress of major activities to executive level administrators through reports and conferences. | The City of Richmond Department of Finance is seeking a qualified candidate for the position of City Controller. This individual will be responsible for planning, organizing, implementing and directing the financial accounting & reporting activities of the City. This position is responsible for financial mgmt. & cost analysis, implementation & maintenance of sound internal controls per fiscal policies & procedures, ensuring fiscal records are reconciled monthly, and coordinating with internal/external auditors. The individual will direct the preparation of regular and special financial reports, including the Comprehensive Annual Financial Report (CAFR) and the A-133 Single Audit Report. This position requires experience with large complex financial structure and statements (multi-billion dollar per year appropriation) and the implementation of governmental financial systems. The individual will be responsible for meeting with department management to discuss operational and financial concerns; supervising staff including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination. |

Qualifications, Special Certifications and Licenses:
|
Requires a Bachelor's degree in business administration, business management or accounting or a related field or an equivalent to four years of college education. Requires a minimum of five years of experience with at least three of those in a supervisory capacity. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification. MBA, MPA and/or CPA preferred. Preferred experience in local government accounting. |
