This position is Unclassified and serves at the will of the Appointing Authority. City residency must be established within 12 months of appointment. This position will remain open until filled. The purpose of the class is to assist the Director of Procurement, Deputy Chief Administrative Officer and Chief Administrative Officer in the management of the assigned areas of responsibility. The class is responsible for the daily operations and management of the assigned areas of responsibility. The class plans, organizes, and implements programs within major organizational policies; reports progress of major activities to executive level administrators through reports and conferences. |

Example of Duties:
|
The Deputy Director II for the Department of Procurement Services will plan, organize, and assist in managing the overall procurement function for the City of Richmond, to ensure compliance with applicable Federal, State, and City Codes, regulations, policies and procedures. The successful candidate will be responsible for the following duties: - Plan, organize, and implement programs related to the City’s procurement processes, information systems, policies and procedures
- Hire, train, and supervise personnel
- Oversee the department’s budget preparation, submission, and management as well as departmental management reports
- Assist the Director of Procurement, Deputy Chief Administrative Officer, and Chief Administrative Officer in implementing Administration initiatives and directives
- Assist the Director in establishing and maintaining policies and procedures governing contracting, administration, and oversight of a wide range of commodities, services, and construction contracts.

Qualifications, Special Certifications and Licenses:
|
Requires Bachelor's degree in Public Administration, Business Administration, Liberal Arts or any related field. Requires six years of experience. Preferred candidate will have two or more years experience in purchasing and contracts administration as well as professional certification (e.g., CPP, CPPM, etc.). |
