This position is Unclassified and serves at the will of the Appointing Authority.

City residency must be established within 12 months of appointment. This position will remain open until filled.


The purpose of the class is to assist the Deputy Chief Administrative Officer in the management of the assigned areas of responsibility. The class is responsible for the daily operations and management of the assigned areas of responsibility. The class plans, organizes, and implements programs within major organizational policies; reports progress of major activities to executive level administrators through reports and conferences.

 Example of Duties:

The City of Richmond is seeking a proven senior level manager to serve as Director for the City's Office of Minority Business Enterprise (OMBE). This position is responsible for producing, advancing and facilitating an environment in which minority, emerging small  business and disadvantaged business enterprises can participate in contracting opportunities in the City of Richmond.

The incumbent will be responsible for the following:

  • Oversight and implementation of long-range projects, to include developing strategies to build minority business capacity and directing outreach efforts for minority businesses
  • Administering the City's contract compliance program, overseeing compliance review conferences and on-site investigations of contractors and sub-contractors
  • Representing the City as a strategic partner in building relationships between minority vendors and the business community
  • Review bid proposals
  • Development of training programs, on-going review systems and processes, business support for new businesses, performance measures and policy development 
  • Hires, trains, supervises and evaluates personnel within assigned areas of responsibility.
  • Oversees preparation and submission of overall budget and specific project budgets; monitors and controls expenditures within budget parameters.
  • Assists the Deputy Chief Administrative Officer in implementing initiatives and directives of the Mayor.
  • Provides leadership and general direction for assigned programs and major responsibilities.
  • Chairs and/or attends routine and special staff meetings; chairs and/or attends meetings with other department directors;  attends City meetings; chairs or participates on special City task forces.
  • Works with other Directors to develop programs and strategies for assigned areas of responsibility.
  • Establishes policies and procedures for assigned areas of responsibility.
  • Prepares routine and special reports for the Deputy Chief Administrative Officer, Chief Administrative Officer and Mayor; oversees the preparation and submission of routine and special reports by subordinate personnel.
  • Represents City and/or department on State and National professional and/or technical organizations.
  • Attends professional and/or technical seminars and conferences.

 Qualifications, Special Certifications and Licenses:
The successful candidate must be a proven administrator with strong leadership and professional judgment skills.

Requires Bachelor's degree in Public Administration, Business Administration, Liberal Arts or any related field. Master's Degree is preferred.

Requires six years of experience in an urban environment.

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
