This position is Executive/Unclassified and serves at the will of the Appointing Authority.

City residency must be established within 12 months of appointment. This position will remain open until filled.


The purpose of the position is to provide expert management and administration services to the Mayor and Chief Administrative Officer. The position is responsible for operations and services involving all City emergency services and hazardous materials during declared emergencies. The position coordinates various components and activities of organizations which will respond to such emergency situations, including fire, law enforcement, emergency medical services, public utilities, social services, and volunteers. The position works with external agencies to coordinate emergency services during declared major emergency situations involving the greater Richmond area. The position exercises independent judgment and initiative in developing and executing emergency services, and reports progress of major activities through periodic conferences and meetings.

 Example of Duties:

The City of Richmond seeks highly qualified candidates for the position of Coordinator of Emergency Management. The incumbent will be responsible for the following:

  • Provide supervisory oversight by providing leadership, meeting with employees, addressing and resolving personnel issues and problems, representing employees in City wide discussions, and leading efforts on hiring, training, and development.
  • Plan and coordinate the operations of various emergency services organizations responding to declared major emergency situations, to include fire, law enforcement, emergency medical services, public utilities, social services, and volunteers.
  • Consult with senior management to establish emergency services plans and policies, and resolve complex administrative problems associated with emergency services.
  • Serve as the point of contact with external agencies to effect coordination of emergency services during declared major emergencies in the greater Richmond area.
  • Coordinate the development of the City’s Emergency Services Plan and related operations; coordinate the emergency response plan with surrounding external agencies, auxiliary organizations, and volunteer organizations.
  • Develop and coordinate the City’s homeland security plan with surrounding external agencies, to include the Capital Region Airport Commission (CRAC) and the Richmond Area Federal Security Director for plans involving the Richmond International Airport.
  • Develop plans for response to declared major hazardous material emergencies, while ensuring adherence to applicable federal/state regulations.
  • Ensure compliance with requirements of Federal Emergency Management Agency (FEMA) for emergency management assistance funding. Attend meetings and make presentations and recommendations to the Mayor and Chief Administrative Officer; serve on various task groups and committees; function as liaison to local, State, and Federal emergency services agencies; make speeches and serve on panels for civic, social, and other interested groups.

 Qualifications, Special Certifications and Licenses:
Requires a Bachelor’s degree in emergency services, fire sciences, natural sciences (biology, chemistry, etc.) or related field. A Master's degree is preferred.

Requires ten years of experience with five in an administrative capacity. An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

Must be a Certified Emergency Manager (CEM) or be able to complete the CEM program through the International Association of Emergency Manager’s (IAEM) within twelve months of employment.
