This position is Executive/Unclassified and serves at the will of the Appointing Authority.

City residency must be established within 12 months of appointment. This position will remain open until filled.


The purpose of the class is to manage and configure the City’s centralized information processing and telecommunications equipment to best meet departments’ information needs. The class is responsible for operating and supporting a diverse and sophisticated data center which includes many application systems and for managing the franchise agreements for cable TV and telephone service for City residents. The class plans, organizes, and implements programs within major organizational policies; reports progress of major activities to executive level administrators through reports and conferences. Typically reports to the Deputy Chief Administrative Officer.

 Example of Duties:

The City of Richmond, Virginia is seeking an experienced, results-oriented, professional to manage and configure the City's centralized information processing and telecommunications system to best meet the needs of the City. The Department has a budget of over $10 million dollars and current staff of approximately 80 full-time employees. Candidates must be exceptional leaders with broad senior management and technical experience.

The incumbent will be responsible for the following:

  • Plans, coordinates, and directs all functions of the Department of Information Technology, including administration of the City’s data center and management of the franchise agreements and contracts, development of new applications and infrastructure technologies.
  • Establishes priorities for the development and implementation of computer and telecommunications systems and services.
  • Reviews periodic reports and recommendations pertaining to productivity and operating expenses; designs departmental work programs, policies, goals, and standards.
  • Provides supervisory oversight by providing leadership, meeting with employees, addressing and resolving personnel issues and problems, representing employees in Citywide discussions, and leading efforts on hiring, training, and development.
  • Develops and monitors the departmental budget; supervises the preparation of payroll reports, personnel records, and special reports.
  • Evaluates industry data and agency requirements to determine types of equipment most cost beneficial in meeting goals and needs of the City; negotiates for the purchase of vendor prepared software packages.
  • Meets directly with management and departmental officials to coordinate, define, and identify emerging information management and telecommunications systems that support the department’s internal needs; assigns resources and personnel accordingly.
  • Oversees participation in federal grant projects to provide citizens with better access to City information and technology.

 Qualifications, Special Certifications and Licenses:
Requires Bachelor's degree or education and training equivalent to four years of college in Computer Science, Mathematics, Business Administration, Public Administration or related field. Master's Degree preferred.

Requires ten years of experience in Information Technology with five years of those years in administrative leadership.

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
